Description
This is a solicitation notice for the proposed acquisition for Commercial Items (Search/Recruitment) prepared in accordance with the format in Federal Acquisition Regulation Subparts 12 and 13, as supplemented with additional information provided in this notice. With this Request for Quotations (RFQ), TIRNO-02-Q-00131, the IRS seeks contractor support in the area of search/recruitment. Offers are being solicited via this Notice. The North American Industry Classification System code is 541612. This is a 100% SMALL BUSINESS SET-ASIDE acquisition and the small business size standard is $5,000,000. It is anticipated that a single fixed-rate, indefinite delivery/indefinite quantity, task order contract will be awarded from this RFQ. Offers are due 3:00 PM, EST, on Friday, AUGUST 9, 2002, in Rm. 700 at the address shown above. The proposed PERIOD OF PERFORMANCE will be for 12 months from the date of award with 4 one-year option periods. Contract award is anticipated by September 16, 2002. SYNOPSIS: The IRS seeks Contractor support to provide search and recruitment services to aid in filling 2 categories of positions within the IRS: MID-LEVEL EXECUTIVE 'CANDIDATE' and SENIOR MANAGER positions. MID-LEVEL EXECUTIVE 'CANDIDATE' positions are for selected individuals to complete formal training through the IRS Executive Development (XD) Program. The executive "candidate" position starting salary is currently $92,733 (without locality pay). These positions will be part of the IRS candidate development program for executives. XD graduates are usually placed in an entry-level executive position within 2 1/2 years of successful program completion. SENIOR MANAGER positions are targeted to individuals who demonstrate future potential for executive readiness to compete for executive positions within a 2-3 year timeframe. The senior manager positions salary is currently $92,733 (without locality pay). These selections would be assigned to an Operating Division to obtain senior manager "business" experience. PURPOSE AND SCOPE: As directed by the specific Task Order(s), the Contractor shall conduct comprehensive searches to identify no less than 6 XD candidates; and no less than 6 SENIOR MANAGER candidates. The 6 candidates for XD and SENIOR MANAGER positions, respectively, must be viable (i.e., able to apply and compete for possible selection by the Commissioner, the Executive Selection Panel, the Assessment Center Panel, or an Operating Division/Business Unit Head of Office). With each referral, the Contractor shall provide a written assessment of the candidate's experience, qualifications, and skills relative to the position profile. For XD and SENIOR MANAGER positions, the summary shall include name, home address, current phone numbers, social security number, summary of positions held, educational level attained, and any other information gained from reference checks. These candidates must have agreed to participate in the government's screening process and must be interested in compensation within the prescribed range. Interested parties may obtain the RFQ from the IRS PROCUREMENT WEB-SITE: www.procurement.irs.treas.gov. A separate, written solicitation will not be issued. During the offer preparation phase, potential offerors shall submit questions via e-mail to helen.d.carmona@irs.gov. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Any and all RFQ amendments will be announced in FebBizOps and posted to the IRS procurement web-site. Electronic submission of offers IS NOT permitted. Numbered Note 1 applies to this solicitation.
