Description
NA R-1. CONTRACT INFORMATION: One Indefinite Delivery Contract will be awarded for Architect - Engineer (A-E) services for a period of one year with options for four additional years. The contract will be primarily for A-E studies and design for flood damag e reduction , ecosystem restoration, watershed studies, and NEPA compliance within the Albuquerque District boundaries, which include Southern Colorado, New Mexico and Southwest Texas. However, the Contractor may be required to perform work outside this a rea. The successful firm may be utilized for complete projects or in support of in-house efforts. This Contract will be procured in accordance with Pl 92-582 (Brooks A-E Act) and FAR Part 36. Work will be negotiated and initiated by issuance of delivery orders, which will not exceed $5,000,000 over the life of the contract (basic year plus four option years). The successful firm is guaranteed no less than $20,000 for the basic year and, if the option years are exercised, the firm shall be guaranteed $10 ,000 for each option year. The anticipated Contract award date is October 2002. This procurement is 100% set-aside for small business A-E firms. Firms averaging $4,000,000.00 (NAICS 541330) per year in revenues averaged over the past three years are eli gible to compete for this procurement. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. To be eligible for co ntract award, a firm or Joint Venture must be registered in the DOD Central Contractor Registration (CCR). Register via the Internet Site at http://www.ccr.gov or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT INFORMATION: The work may include any and all types of data collection, preparation, coordination, and facilitation in support of the Albuquerque District's Civil Works Water Resource Planning Program and all types of work associated with the coordinatio n, development, budgeting and review of Civil Works Planning Reports. This work may also include NEPA and Endangered Species Act Compliance. 3. SELECTION CRITERIA: See Note 24 for the general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through e are primary. Criteria f through h are secondary and will be used as tie-breakers among technically qualified firms. a. Demonstrated Speci alized Experience and Technical Competence in: 1) Current Corps of Engineers Civil Works Planning Guidance, Policies and Regulations concerning planning and formulation of Water Resource Reconnaissance, Feasibility, and Watershed Studies, 2) Demonstrate d ability to evaluate and apply associated Engineering, Environmental, and Economic factors to the formulation and evaluation of alternatives to determine the Federal Interest (NED and NER) in Civil Works Projects. 3) Demonstrated experience in all aspec ts of NEPA compliance (environmental impact statements and environmental assessments). 4) Demonstrated experience in researching, formatting, and preparing reports for Civil Works General Investigations and Continuing Authority Studies that comply with current Corps of Engineers guidance. 5) Demonstrated experience with all phases of coordination during preparation of Civil Works projects; including development and facilitation of public involvement programs, team meetings, and internal briefings and p resentations and coordination with governmental entities. 6) The ability to create drawings in AutoCAD release 14 or later usable format and MicroStation version J or later useable format and narratives compatible with MS Word format. b. Professional Qu alifications: Firms must be able to provide registered professional engineers assigned in the positions for Civil and Hydraulic Engineering. The firm must be able to provide a cost estimator with M-CACES Gold or Composer Plus experience. The Project Manager(s) must have experience managing reconnaissance or feasibility studies for federal agency projects. The firm must also be able to provide the following ad ditional disciplines: Environmental Specialist, Civil Works Planner/Formulator, Hydrologist, Biologist/Ecologist, Fisheries Biologist, Hydrogeologist, Geotechnical Engineer, Geomorphologist, Economist, Outdoor Recreation Planner, GIS Specialist, Public Aff airs Specialist, and Engineering Technician. The firm must also be able to provide CADD Technicians familiar with AutoCAD and MicroStation software. c. Past performance: The firms past performance on DOD and/or other contracts in terms of cost control, quality of work, and compliance with performance schedules will be evaluated. d. Capacity: The firm must demonstrate the capacity to accomplish two concurrent delivery orders. e. Knowledge of the Locality: Firm’s knowledge of the area encompassed by the Albuquerque District will be a consideration. f. Geographic Location: The location of the firm and it's subcontractor's with respect to Albuquerque, New Mexico will be a consideration. g. Volume of Work: The total dollar amount of all DOD contra ct awards in the last 12 months will be considered as described in Note 24. h. Small and Small Disadvantaged Business Participation: The extent of participation of SB, SDB, historically black colleges and universities and minority institutions, women ow ned, Hub Zone and service disabled veteran related business in the proposed contract team, measured as a percentage of the estimated effort will be considered. In-house capabilities will be weighted heavier than subcontracted work in the evaluation proces s. The selected firm must be able to accomplish at least 50% of the work. Joint Venture Firms will be considered as having capabilities in-house. Joint Venture Firms that include a large business within the Joint Venture, are ineligible for this procurem ent. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one copy of SF 255 (11/92 edition) inclusive of the prime firm and all consultants, and one copy of SF 254 (11/92 edition) for each of the firms i dentified to perform work under this contract, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business t he next business day. Solicitation packages are not provided. The solicitation number is DACW47-02-R-0022. Only data furnished by the responding firm on the SF 254 and SF 255 will be considered in the selection process. Personnel qualifications of all key subcontractors are to be included in block 7 of the SF 255. Responding firms are requested to clearly identify tasks to be performed in-house and tasks to be subcontracted. In addition, firms shall identify the office locations at which the in-house and subcontracted tasks will be performed. The SF 255 should specifically address the requirements of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer capabilities in block 10 of the SF 255. Firms responding as Joint Ventures must state the intent in block 5 of the SF 255. Firms shall include only 10 PROJECTS TOTAL in block 8 of the SF 255. FIRMS SHALL LIMIT BLOCK 10 OF THE SF 255 TO NO MORE THAN 10 PAGES. The POC is Linda J Anderson (505) 342-3451.
