Description: The Internal Revenue Service (IRS) intends to issue Request For Quotation (RFQ) TIRMS-03-Q-00001 on or about July 12, 2002 for Commercial Item services using Simplified Acquisition procedures for preventative maintenance and emergency repair work for four (4) Uninterruptible Power Systems (UPS) and their four (4) batteries at three (3) IRS locations in Austin, TX. The contractor shall furnish all material, labor, and equipment required to perform this work (excluding battery parts, replacement and labor). Location 1 - 4715 Freidrich Lane: UPS system manufactured by IPM/LORTEC, model PB+150-4820 Serial # 9133398; battery: Johnson Controls model UPS12-270 (3) strings of 30. Location 2 - 1821 Directors Boulevard: UPS system manufactured by IPM/LORTEC, model BP+40-4820 Serial # 9313187; battery: Power model PRC12-100X (1) string of 30. Location 3 - 3651 S. IH35 two systems. First UPS system: manufactured by Liebert, model UDA63501A27A502 Serial # C250300-20533; battery: C&D model XT2LC-17 (1) string of 90. Second UPS system: manufactured by Liebert model UDA63225A27A083 Serial # C250419-20548; battery: Johnson Controls model UPS12-475 (2) strings of 40. Request For Quote # TIRMS-03-Q-00001 is a request for quotation incorporating FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 01-07. The NAICS Code is 811310 and the size standard is $6.0 million (gross revenues averaged over the past three years). This procurement is 100% set-aside for Small Business concerns and all qualified responsible sources may submit a quote. The IRS plans to make award to the responsible, responsive Small Business vendor whose quote conforms to this solicitation and whose quote is determined to be the best overall value to the Government. The IRS intends to issue a Purchase Order for the estimated base year of October 1, 2002 - September 30, 2003 with four (4) additional twelve-month option periods for an estimated total of 60 months of service. All interested sources are instructed to provide a firm-fixed price for each of the Contract Line Items (CLINS) indicating the monthly price per machine, yearly total for each machine, and overall Grand Total for the award (including options) as well as provide a separate written presentation describing (a) company overview, (b) relevant past experience, (c) a minimum of three current references (including mailing address and point of contact's name, phone/fax numbers, and e-mail address), and (d) technical capabilities of meeting the needs of the IRS as set forth in the Statement of Work. Verification that the company is classified as a Small Business and conforms to the size standard is also required. The Government will evaluate both the written presentation and the price quote and make award to the vendor determined to be the best overall value to the Government with significantly more weight placed on the written presentation than the price quote. It should be noted that evaluation of options shall in no way obligate the Government to exercise the options. Quotes submitted should be the best effort of the vendor as revisions may not be allowed or requested. It is recommended that all interested sources register at this time in the Central Contractor Registration database found at www.ccr.gov as the IRS can only make award to vendors in that database. (Instructions and additional information about this may be found at that website.) Requests for a copy of RFQ # TIRMS-03-Q-00001 and the Statement of Work should be e-mailed to Tina Greene at kristina.l.greene@irs.gov. If e-mail is not available to the vendor, then the request may be faxed to 972-308-1928 instead. No telephone requests will be honored. The RFQ and other information will be distributed via e-mail starting on or about July 12, 2002 unless the vendor requests another method. One copy of the price quote as well as two copies of the separate written presentations are due by 4:30 p.m. CST, Thursday, August 1, 2002 via e-mail, fax, or postal service.
