- Description
- The Naval Sea Systems Command intends to release a 100% Small Business Set Aside Request for Proposals (RFP) on or about 31 July 2002 for the procurement of YON Fuel Oil Barges. The NAICS Code for this procurement will be 336611 (Shipbuilding), which constitutes a Small Business Size Standard of 1,000 employees. The solicitation will be for the design and construction of one (1) firm quantity Fuel Oil Barge in FY 02, with options for three (3) in FY 03, one (1) in FY 04, one (1) in FY 05 and two (2) in FY 06. The FY 02 and FY 03 barges are planned to be FOB destination to San Diego, CA with an option for FOB destination to Japan and/or Guam. The FY 04 and FY 05 barges are planned to be FOB destination to Puget Sound, WA and the FY 06 barges are planned to be FOB destination to Norfolk, VA. The planned contract type is firm-fixed price. The barge shall be of new construction. The barge shall be of steel construction and conform to the requirements for ocean service set by the American Bureau of Shipping (ABS) and the United States Coast Guard (USCG). The barge shall have a double hull structural arrangement, be non-self propelled and capable of transporting and storing 13,838 barrels of fuel at 95% capacity, with a maximum full load draft of 3.36 meters (11 feet). A two compartment deckhouse structure containing an operator's enclosure and an engine enclosure with a cargo pump diesel engine shall be required. The fuel transfer system, including the cargo pump and piping, shall have a 132L/s (3,000 bbls/hr) minimum flow rate. The planned delivery schedule is nine months after contract award for the first Fuel Oil Barge, and if exercised, nine months after option exercise for the additional Fuel Oil Barges. The solicitation will include a Perfo rmance Specification and Technical Proposals will be required. Please be advised that these drawings are provided for informational purposes only, and that the barge depicted in these drawings would NOT meet the Performance Specification requirements of this planned procurement.
