Description
NOTICE OF INTENT: The U.S. Coast Guard (USCG) intends to award a sole source, three year Blanket Purchase Agreement, to Tally Systems of Hanover, NH. The Coast Guard has maintained large, enterprise-wide systems running a variety of software products that require metering. The Coast Guard purchased a software package called Cenergy consisting of 3 software packages; CentaMeter, Net Census and WinInstall. The Coast Guard requirement is for additional CentaMeter licenses as well as needed upgrades to the Coast Guard?s existing licenses with the new version of CentaMeter, which will interface with Microsoft?s XP operating system. The USCG also has a requirement for CentaMeter Support/Maintenance. SYNOPSIS AND SOLICITATION: This acquisition is being conducted under the Test Program for Certain Commercial Items in accordance with FAR Subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DTCG23-02-Q-TBX258, which is a request for quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-07. NAICS code is 541519. Small Business size standard is $21M. This is an unrestricted solicitation. The requirement consists of the following: Item (1) CMLI ? CentaMeter Licenses, version 2.92 compatible with XP operating system, Est. Qty ? 10,508. Item (2) CMSM ? CentaMeter Miscellaneous Support, (Base Year ? date of award to 30 September 02) Est. Qty ? 35,000. CMS1 ? CentaMeter Support/Maintenance - Year (1) (01 October 2002 ? 30 September 2003), 1 year based on 20,000-49,875 licenses, Est. Qty ? 40,000. CMS2 ? CentaMeter Support/Maintenance ? Year (2) (01 October 2003 ? 30 September 2004) 1 year based on 20,000-49,875 licenses, Est. Qty ? 40,000. CMS3 ? CentaMeter Support/Maintenance ? Year (3) (01 October 2004 ? 30 September 2005) 1 year based on 20,000-49,875 licenses, Est. Qty ? 40,000. Required delivery date 01 August 2002. Deliver to U.S. Coast Guard Headquarters, 2100 Second Street, SW, Washington, DC 20593-0001. Acceptance and FOB are at destination. No government furnished items will be provided for this contract. The contractor shall furnish everything necessary to perform the requirement of the BPA. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (a), (b)(1), (5), (11)-(15), (24), (d), (e). The proposed contract action is for services/supplies for which the government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit a quotation. The USCG reserves the right to request product demonstrations. All responses submitting the required information will be fully considered. As a result of analyzing responses to this notice of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Award will be based on lowest overall price. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTICE TO OFFERORS SOLICITATION OMBUDSMAN PROGRAM. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
