- Description
- The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to the Binghamton University, Binghamton, NY under the authority of FAR 13.106-1(b). The tasks to be performed under this purchase order are as follows: 1) implement the proposed model for the problem of monotectic solidification during vertical directional solidification, 2) generate the geometry files and the parameter input files for an axisymmetric Fidap algorithm, 3) perform calculations to determine the effect of shear flow on the solute transport for the directional solidification of the aluminum-indium monotectic system, 4) evaluate the feasibility of a model based on the mechanism of a pressure-driven flow generated by the dynamic Laplace-Young boundary conditions at the L1-L2 interface, and 5) produce a technical report detailing the results of the work. The Binghamton University is the only source for this service as they have personnel who are uniquely qualified to perform the needed calculations and evaluations of the influence of convection on rod spacing in monotectic alloys. Professor Murray of the University has extensive experience on this topic and has authored papers that form the basis of the proposed work. He is especially experienced in application of the mathematics of crystal growth equations with convective effects; particularly in the use of computational fluid dynamics software to model flow in monotectic systems. The period of performance will be twelve (12) months from the date of award. The anticipated award date of this order is on or about 6 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
