Description
The U.S. Army TACOM-ARDEC, Picatinny Arsenal has a requirement. The item Cap, blasting: dual, in-line initiator, non-electric, 200 ft minitube, XM19. The XM19 dual blasting cap assemblies shall consist of M42C1 primers built into the end of two 200 foot length of mini tube, outside diameter not to exceed 0.090 inch with a non-electric, non-delay blasting cap (outside diameter of .230 inch to .241 inch, length of 2.25 inch to 2.35 inch), attached at the other end, with an output equivalent to a number 12 commercial blasting cap, and must be capable of initiating composition C-4. Attached to the primer end shall be the Firing Assembly, P/N 8822504 of the M81 Igniter. The XM19 will have an associated inert training item XM20, which is also to be procured under this effort. 2.2 Cap, blasting; Inert in-line initiator, non-electric, 200 ft. minitube, XM20. The Inert XM20 shall physically represent the actual XM19, except that all its components are inert. At least 10 items each of XM19 or commercial equivalent, color optional, in its commercial packaging. A design Verification Test (VT)is required. The VT sample shall be submitted no later than 90 days after contract award. This contract will not procure data rights or designs of these items. Engineering changes to the baseline configuration shall be submitted as an Engineering Change Proposal (ECP) to the government for review and approval. Changes to the design or process may, at the Government's option, require First Article Testing (FAT) or Verification Testing (VT) at the contractor's expense. The contractor will be required to inform the Government if he desires to change the design. The Government will have the option of requiring rerunning part of verification test to be performed at the contractor’s expense. All manufacturers' products will be tested and the resulting test data will be used as the basis of TC. The testing in effect, will be proving out the performance specification. This award will be based on full and open competition to the lowest priced acceptable bidder. If there are bidders OTHER than those whose products have undergone Pre-production Qualification testing (PPQT), they will be required to submit bid samples, which will be evaluated along with their proposals. The exit criteria will be to demonstrate adequate safety and reliability to warrant an approval to be used for all missions currently required by the MDI blasting caps including MOUT. In addition, time-on-target must be reduced when compared to the standard mission times using previously fielded MDI components. Performance Speciifcations will be used to award an initial production contract in Fiscal Year 02 and will include options for FY03 - FY06.
