Description
The contractor shall write a Traditional Use Study of San Ildefonso and Santa Clara Pueblos for Bandelier National Monument. The study will conform to National Park Service standards (Director's Order #28) regarding the methodology of research and writing. Copies of Director's Order #28 are available from NPS website http://www.nps.gov. A Traditional Use Study consists of the following elements: 1) a literature and legal review. This review is a comprehensive synthesis of primary and secondary source material forming an ethnographic history of the park and ethnographic histories of Santa Clara and San Ildefonso Pueblos' traditional use of mineral and plant resources. Special emphasis will be on these uses as they occurred in or near Bandelier National Monument. 2) An inventory of mineral and plant resources. This inventory will focus on an evaluation of the park's mineral and plant resources as they relate to the pueblos' contemporary and historic uses; 3) Conduct contemporary use research. This involves the identificaiton and evaluation of the pueblos plant and mineral uses as they comply with the Cerro Grande Fire Assistant Act ((PL 106-246; 114, Stat. 585). 4) Preparation of a Final Report and a Cooperative Agreement between Santa Clara Pueblo, San Ildefonso Pueblo, and Bandelier National Monument. The Cooperative Agreement will have to be approved by the legal authorities from the pueblos and the National Park Service; 5) Design a monioring program for the plants and minerals within Bandelier National Monument as identified in the study. This study will provide ethnographic history of Santa Clara Pueblo and San Ildefonso Pueblo mineral and plant use within or near Bandelier National Monument. It will document the pueblos' historic and contemporary plant and mineral resource uses, emphasizing the social, cultural, political, and economic contexts as appropriate for each resource and time period. The study will also design an effective and realistic resource-monitoring program that is essential for the present and future on-site interpretation and resource management at Bandelier National Monument. The monitoring program will be designed according to NPS Standards and approved by the park superintendent.
