- Description
- NASA/JSC plans to issue a sole source Request for Proposal (RFP) for MANUFACTURING AND CALIBRATION SERVICES (MACS) for the bridge period of 17-months pending the recompetition of the MACS contract. NASA/JSC intends to procure the manufacturing and calibration services from the current contractor, Rothe Joint Venture at 4614 Sinclair Road, San Antonio, TX 78222. Federal Acquisition Regulation 6.302-1(a)(2)(ii), states that when the Agency's need for the supplies or services are deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, and is of such that the Government would be seriously injured unless the Agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. The Government does not intend to acquire a commercial item using FAR Part 12. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. All responsible sources may submit a proposal which shall be considered by the agency.
