Description
The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to the George Mason University, Fairfax, VA, under the authority of FAR 13.106-1(b). The objective of this requirement is to provide the following tasks: 1) provide a technical report detailing investigations on the analysis and computation of a diffuse interface model for solidification coupled with hydrodynamics, 2) a thermodynamically-consistent phase-field model for a binary alloy that incorporates the effects of fluid flow, and 3) the morphological stability of a binary alloy in the context of this phase-field model and compare to the predictions of a sharp-interface model. The George Mason University is the only source for these services as they have personnel uniquely qualified to perform the needed calculations and evaluations of hydrodynamic effects during solidification. The University has extensive experience in this topic and has authored papers that form the basis of the proposed work. The faculty is experienced in the application of the mathematics of crystal growth equations with convective effects, particularly in the application of diffuse interface theories to this subject. The period of performance will be twelve (12) months from the date of award. The anticipated award date of this order is on or about 6 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
