Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Cancer Information Service Branch (CISB) proposes to enter into a sole source contract with Patti Lowery, 3024 North Calvert Street, Baltimore, Maryland 21218 to update and maintain its public education publications. The North American Industry Classification System code is 541990 and the business size standard is $5M. The CISB comprises three program areas that educate the public about cancer. The Information Service answers questions by telephone and instant messaging on the internet; the Partnership Program collaborates with other organizations to develop appropriate cancer education programs that reach minority and medically under-served populations; and the Research Initiative Program studies ways to improve the delivery of cancer information to patients, family members, and the public. The educational materials used include 25 booklets in the What You Need To Know about Cancer series, each of which deals with a particular type of cancer; more than 150 fact sheets; and more than 20 recorded messages. These publications cover a variety of topics, including detection, diagnosis, treatment, coping and support, research, information on various types of cancer for specific sites. The recordings include background information, descriptions of health observations and current high priority clinical trials. Based upon the above descriptions, the minimum requirements for this acquisition are: 1) a writer/editor with a minimum of five (5) years experience producing cancer-related publications in plain language for patients and the public; 2) a bachelor's degree, secure word-processing skills, and comprehensive knowledge of publication design, 3) a expansive knowledge of cancer, particularly including an understanding of melanoma, leukemia, lymphoma, and cancers of the brain, breast, cervix, colon, kidney, and oral cavity; 4) familiarity with cancer resources available to the public and, and 5) availability within 30 days after receipt of order. The period of performance is upon award of purchase order through December 31, 2002, for approximately 400 hours. FAR Clause 52.217-8 Option to Extend Services, November 1999, applies to this order. The requirement will be a fixed price nature order. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement and meets the minimum requirements. Interested parties must submit samples of their cancer-related publications and a description of their responsibilities in its production. The capability statements must be received in the contracting office by 1:00 PM EDT July 16, 2002. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
