- This publication serves as a notice of intent to procure 27,000 copies of a special edition of Earth Observation Magazine(EOM), on a sole-source basis; with Earth Observation Magazine of (Littleton, CO). This special edition is similar to a previous issue released in April 1999. Since that time the Earth Science Applications Program has been restructured to reflect applications of national and global importance. The series of articles to be featured highlight the latest activities of ten of the Earth Science Application themes. Earth Observation Magazine was established in 1992 with the specific purpose to help commercialize and facilitate technology transfer of remote sensing technology to commercial and civilian applications. EOM was then, and is today the only publication with this specific objective and was, therefore, the pulication selected for the publication of these articles and images. EOM's circulation has evolved to reach a unique combination of existing GIS/mapping/remote sensing users as well as professionals from numerous applications who can benefit from the technologies and have shown an interest in Earth Observation Technology (EOT). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on July 15, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
