Description
Provide the US Department of Energy with all labor, equipment, tools, supplies, materials and vehicles necessary to perform SF6 gas leak detection services at various Western Area Power Administration sub-stations located in 15 western states. The geographic area where services are to be performed range from California to Minnesota (west to east) and North Dakota to Arizona (north to south). Due to security regulations, a listing of sub-stations and their locations where services are required cannot be provided. Sub-stations in these geographic areas are administered by four regional maintenance offices located as follows; Sierra Nevada Region (Folsom, California), Desert Southwest Region (Phoenix, Arizona), Rocky Mountain Region (Loveland, Colorado) and Upper Great Plains Region (Billings, Montana). Satellite (field) maintenance offices further divide each of these Regions. The SF6 equipment consists of insulated breakers and switchgear, with voltages ranging from 500kV to 34.5kV. There are 1 to 90 items of SF6 equipment located at each sub-station. It is estimated that up to 100 breakers and interrupters per year may need to be scanned. The number of sub-stations to be visited is approximately 50 per year. Travel time to a sub-station is estimated to range from 1 to 10 hours over dirt roads that are subject to muddy and slick conditions. A four-wheel drive vehicle may be required depending on weather conditions. Upon arrival at the site, the contractor will scan for SF6 gas leaks and have personnel and equipment capable of detecting gas leaks down to a minimum of two pounds per year. The contractor will provide written and video documentation of scan results. A single requirements type contract is contemplated consisting of a one-year basic performance period with two option years. For informational purposes, the North American Industrial Classification Code is 541620 and the size standard is $6.0 million. It is estimated that the solicitation will be available on or about July 19, 2002. Telephone requests for the solicitation will not be accepted.
