Description
Indefinite Quantity Environmental Architectural Engineering (A/E) Services for Preparation of Military Range Planning Documentation for various projects. THIS IS NOT A SOLICITATION ANNOUNCEMENT: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS ISOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (8(a), HUBZONE, SMALL BUSINESS, WHETHER THE FIRM IS SUBMITTING AS A 8(A) MENTOR PROT?G? JOINT VENTURE, OR ANY OTHER JOINT VENTURE RELATIONSHIP, OR THE TEAM WITH THE PRIME AND SUBCONTRACTORS INDENTIFIED TO THEIR SIZE INDIVIDUALLY AND PART OF THE WORK THAT EACH SUBCONTRACTOR WOULD PERFORM. THE SMALL BUSINESS SIZE STANDARD IS NAICS CLASSIFICATION 541330, ENGINEERING SERVICES, (SIZE STANDARD $4.0 MILLION AVERAGE ANNUAL GROSS RECEIPTS FOR PROCEEDING THREE FISCAL YEARS) THE FIRM SHOULD ALSO INDICATE UNDER WHICH CONTRACT(S) THEY WOULD SUBMIT A PROPOSAL. IF A FIRM IS GOING TO BE CONSIDERED FOR BOTH CONTRACTS, THE FIRM MAY SUBMIT ONE RESPONSE PER CONTRACT. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. AFTER REVIEW OF THE RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS, AND IF THE GOVERNMENT STILL PLANS TO PROCEED WITH THE ACQUISITION, A SOLICITATION ANNOUNCEMENT WILL BE PUBLISHED IN THE FEDERAL BUSINESS OPPORTUNITIES. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS ARE NOT AN ADEQUATE RESPONSE TO THE SOLICITATION ANNOUNCEMENT. ALL INTERESTED OFFERORS WILL HAVE TO RESPOND TO THE SOLICITATION ANNOUNCEMENT IN ADDITION TO RESPONDING TO THIS SOURCES SOUGHT SYNOPSIS. Most work will involve Navy training range complexes around the world. The Government is contemplating two contracts for preparation of Military Range Planning Documentation. One contract would be for the Pacific and western United States activities and one contract for the Atlantic Fleet and eastern United States activities. Potential work in the Pacific Fleet/western U.S. could include California, Nevada, Hawaiian Islands, Okinawa, Japan, Whidbey Island, Marianas, and Diego Garcia Range Complexes. Potential work in the Atlantic Fleet/eastern U.S. could include Virginia Capes (VACAPES), Cherry Point, Atlantic Fleet Weapons Training Facility (AFWTF), Jacksonville (including Charleston), Key West, Gulf of Mexico (GOMEX), Boston (including Atlantic City), Bermuda, Guantanamo, and Meridian Range Complexes. In addition, some work may involve range complexes controlled by other Navy Claimants (such as Naval Air Systems Command and Naval Sea Systems Command), the Marine Corps and other Department of Defense services. Each contract would be for a base year of NTE $10,000,000 with nine one year options of NTE $10,000,000 per year, for a total dollar value of NTE $100,000,000 PER CONTRACT. Individual task orders on the average would range from $1,000,000 to $3,000,000. Any single task order would not exceed $5,000,000. If a small business were to receive an award as prime contractor as a result of a small business set aside solicitation, the small business prime will be required to comply with FAR 52.219-14 which states that ?at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern?. The Government is looking for the following information: 1. Professional qualifications of the firm?s staff in military operational and environmental expertise, project management skills and technical support with experience and knowledge in the preparation of DOD range complex operational/training and environmental planning documents including: military training and operational planning (with a focus on Navy Inter-Deployment Training Cycle (IDTC) and Marine Operating Force Pre-Deployment Training Program (PTP) requirements as well as Research, Training, Development, & Evaluation (RTD&E)), range management (including operational range clearance and infrastructure management), land use planning, National Environmental Policy Act (NEPA), terrestrial and marine biology (especially marine mammals, migratory birds and species listed under the Endangered Species Act), cultural and natural resources management (including archaeology), Range and Air Installation Compatibility Use Zone/Air Installation Compatibility Use Zone (RAICUZ/AICUZ) documents (including noise studies and air space management), air quality, oceanography, public health and safety (including explosive safety), environmental media compliance (Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Clean Water Act (CWA), etc.), GIS/data management, public affairs and military operations/maintenance budget and capital investment planning. 2. Specialized experience of the firm in preparing DOD planning documents and studies in the following areas: military training and operational/training planning (with a focus on Navy IDTC and Marine Operating Force PTP requirements as well as RDT&E), range management (including operational range clearance and infrastructure management), land use planning, NEPA, terrestrial and marine biology (especially marine mammals, migratory birds and species listed under the Endangered Species Act), cultural and natural resources management (including archaeology), RAICUZ/AICUZ (including noise studies and air space management), air quality, oceanography, public health and safety (including explosive safety), environmental media compliance (RCRA, SDWA, CWA, etc.), GIS/data management, public affairs and military operations/maintenance budget and capital investment planning. SUBMISSION REQUIREMENTS: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show up to 10 recent projects that prove your firm can meet each qualification criteria listed above, with contract numbers, contract type (firm fixed price, cost reimbursement, etc), total contract price, client?s name current and accurate client point of contact with phone number, project location description of the contract?s work requirement, specific description of the actual work that the respondent did (was your firm the prime or subcontractor and if a subcontractor, what type of work and percentage of the total contract was your firm responsible for), dates of the contract performance. Provide your ability to meet the qualifications above relative to your firms? qualified professional people. Provide the firm?s status, size of the business, relative to the NAICS code 541330. If the firm is certified by SBA as 8(a), HUBZONE, ETC., copy of certification must be included. Responses shall not be in excess of thirteen (13) pages. Two sided pages counts as two sheets. Up to ten (10) pages should be dedicated to past and current projects that show the firms ability to perform the work. There should be one project per page. Two (2) pages should shown key employees, both firm and subconsultants, and their experience relative to the work. One (1) page should be the cover sheet which includes name of company, address, telephone number, fax number, at least two contacts, e?mail address, business size, and a short description of the firm?s history including years in business, number of employees, and main disciplines of the firm. Copies of SBA Certifications are not included in the thirteen (13) page count.
