- DUAL SYNOPSIS / FORMAL REQUEST FOR INFORMATION N00164-02-R-8518. NAVSURFWARCEN Crane Division is synopsizing a requirement for a Surface Navy Man-Portable Eye-Safe Laser Rangefinder. The Rangefinder is a hand held, self contained, laser ranging and observation system. The Rangefinder System shall consist of an eye-safe laser range finding component capable of safely and accurately determining the range(s) to one or more co-located targets during daylight and optionally darkness. The Rangefinder System shall consist of an optical sighting component, data display system, self-contained power source, plus Rangefinder ancillary components as required to fulfill the performance requirements and technical characteristics listed in the Performance Specification. Interested sources shall respond and provide MARKET SURVEY information as follows: The primary purposes of thi s market survey is to allow industry to provide comments and questions on the draft Performance Specification (PS) which are available to download in PDF format; to establish if the items being procured are considered to be commercial, modified commercial items or non-commercial; and to determine what terms and conditions are considered standard to industry. The Government plans to award one IDIQ contract with minimum quantity of 1Each and a maximum quantity of 2,000 Each as a result of the RFP. These items will be procured utilizing a PS. The draft PS is available for download on the Internet at www.crane.navy.mil/supply/02r8518/02r8518.htm. Industry written comments and questions are requested to be submitted as part of this Market Survey in the format specified below. The PS provides for the procurement, production testing, of the Rangefinder and Ancillary Equipme nt including Field Case, Batteries, neck Strap, Optics Protective Covers, and Operator’s Manual to be provided Potential Offerors are invited to submit written information in response to this notice including the following: 1. A synopsis of total system capability and system technical information; 2. Product Literature; 3. Maximum Rate of production per month; 4. Production Lead Time for initial delivery and quantity for initial delivery; 5. Proposed Delivery Schedule per month expressed in terms of days after contract award; 6. Term of Warranty or Standard Commercial Warranty Available at no additional cost to the Government; 7. In-House Supportability / In-House capability for contractor Logistics Support; 8. Annual Mean Time Between Failures (MTBF); 9. Information on training to be provided; 10. Your history of providing same Rangefinders with customer referen ces; 11. A summary of any relevant testing vendor has completed (i.e. high/low temperatures, altitude operation, shock, salt fog, etc.) and what platforms were used; 12. Availability of Product Samples for use in Source Selection (quantities available by anticipated closing date); 13. Comments / questions / clarifications on the draft PS ; 14. Any “discriminating” evaluation criteria for the source selection – discounts to be proposed, quantity discounts (i.e. free products to be proposed w/large quantity purchases), etc.; 15. Information regarding the Commerciality of the items to be procured (i.e. if the items are considered by vendor to be commercial, modified commercial items or non-commerical as defined in FAR 2.101. If commercial, identify customers and quantities that establish commerciality); 16. Any other terms and conditions not mentioned standard to the i ndustry; 17. Define in detail Best Commercial Practice for packaging which will be utilized by your company Interested potential sources should respond, in writing, to the above request via e-mail to sargent_k@crane.navy.mil NLT 4:00 p.m. 19 July 2002. Responses should include information to address the requirements listed above. Information submitted will not be returned to the contractor. This notice does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The Government is only seeking information and possible sources for future needs, if and when they arise. No solicitation document exists at this time. It is anticipated that the formal solicitation document will be issued on or about 1 August 2002 with closing on or about 1 September 2002. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. THE SYNOPSIS WILL BE AMENDED PRIOR TO ISSUANCE OF SOLICITATION.
