Description
DESC: THIS IS THE FIRST NOTICE. The Southern Division, Naval Facilities Engineering Command, Charleston, SC, Office of Contracting is currently seeking potential sources for an OMB Circular A-76 Cost Comparison Study. The intent of the study is to determine the most efficient and cost effective method of providing Facilities/Utility Distribution Systems Maintenance/ and Transportation Services at the Naval Station, Great Lakes IL and a 100-mile radius area of responsibility. This notice does not constitute a commitment by the Government. The Study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. A government proposal to provide these services is being developed and a contract may or may not result. Requirements include the following services to be performed: maintenance, repair and alteration of station facilities, buildings, structures, military family housing and associated equipment; maintenance, repair and alteration of utilities distribution systems; maintenance, repair and alteration of roads and grounds; maintenance and repair of heating ventilation, air conditioning (HVAC) and refrigeration plants and systems; engineering services; planning and estimating services; material and warehousing services; operations, maintenance and repair of transportation equipment; maintenance; snow and ice removal; other mission support and maintenance functions performed by a Federal Public Works Center. This list is not intended to be all inclusive but rather to provide an overview of the variety of services required to support the Mission of the Naval Station, Great Lakes, IL. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76 and Section M of the Request for Proposal. It is the Government's intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading on approximately 9 October 2002. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments, therefore it is the offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder's list will also be maintained on and can be printed from the web site. RFP issuance date will be on or about October 9, 2002. Any resultant contract will have a performance period, which includes a base year with four option years. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement, which consists of the submission of price and technical proposals. The NAICS for this procurement is 56121 with a size standard of $23 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is being conducted to determine interest and capability of potential sources for this requirement. Do not submit capability statements; instead, companies wishing to respond are invited to go to the web site at http://www.esol.navfac.navy.mil to download the associated market survey file. A more comprehensive description of the requirement will be provided with the market survey, as well as instructions for submission of the survey itself. The due date for responses is 24 July 2002.
