Description
The Office on Women's Health (OWH) through the Program Support Center, intend to award a twelve (12) month 'Simplified Acquisition' to a Contractor to perform professional services as described as follows: The United States Department of Health and Human Services' Office on Women's Health (OWH) requires a Contractor to provide professional service in evaluation of OWH women and HIV/AIDS/STDs programs. Primary intent is to identify strength and weaknesses of current programs and determine guidance measures for the future of OWH HIV/AIDS programs for women. Period of Performance: Date of award through August 29, 2003. Background: The Office on Women's Health (OWH) has as its mission the improvement of women's health across the life span by directing, developing, stimulating, and coordinating women's health research, health care services, and public and health professional education and training across the agencies and offices of the Department of Health and Human Services and with other government agencies, public and private organizations, and consumer and health care professional groups. To that end, the OWH has established public/private partnerships to address critical women's health issues nationwide. These include designing and implementing training and education programs to target groups; identifying information gaps and designing and developing eduacational materials to better respond to public, health care professional, and researcher needs on women's health issues; and disseminating educational products developed on women's health concerns. In response to Congressional Black Caucus (CBC) efforts to focuso n the impact of HIV/AIDS in minority communities, inthe year 1999 the OWH developed two programs; The Incarcerated and Newly Released women with HIV/AIDS/STDs program and the Model Mentorship Program for Strengthening Organizational Capacity program. The Incarcerated and Newly Released women with HIV/AIDS/STDs program includes models of the comprehensive HIV/AIDS services for incarcerated and newly released minority women living with HIVAIDS/STDs. The programs have been designed to focus on the important role of pre-release, discharge, and transition planning processes in linking women to health care services and/or support services, and/or addressing persistent gaps in health care and support services. The Model Mentorship Program for Strenghening Organizational Capacity program includes model mentorship demonstration programs that have been developed and implemented by both minority health organizations and women's service organizations and community-based organizations. The selected minority health organization offers technical assistance in the areas of administration and program management, busines management, and any other areas of specialized training that community-based and women's service organizations identify to enhance their capacity to deliver HIV services to minority women living with HIV/AIDS. In response to the g rowning numbers of women in the rural south who are testing prositive for HIV, OWH has developed an additional initiative for HIV/AIDS and women living in the rural south. This program is titled: Linking HIV/AIDS Primary and Secondary Prevention Education for At Rick Women and Women Living with HIV/AIDS in the Rural South. This program includes collaboration with local health and/or social service providers to develop and implement a HIV/AIDS education and prevention program to provide accurate knowledge on preventing HIV among women living in the rural south. Statement of Work: Contractor shall provide professional services to provide an evaluation of OWH women and HIV/AIDS/STDs programs. This evaluation is primarily to focus intent to identify strengths and weknesses of current programs and determine guidance measures for the future of OWH HIV/AIDS programs for women. Tasks: 1 - The Contractor shall propose an evaluation method (that has been pilot tested) to measure outcomes and processes for each program (using qualitative and quantitative methods, i.e., focus groups, interviews, pre-post tests, etc) including the development of evaluation tools for each OWH women and HIV/AIDS program. 2 - Contractor shall travel to the locations of program sites identifyed by OWH to conduct the program evaluation. The Contractor shall collect baseline data of each organization being evaluated. In addition, the Contractor shall collect data throughout the period of performance up to completion of the identified programs. 3 - Contractor shall analyze all data collected and reported to OWH. The Contractor shall make a presentation of findings in addition to producing a written formal report of all findings. Deliverables: 1 - Contractor shall meet with OWH, on or before September 30, 2002 to project start up date and orientation. The orientation meeting will provide a) Project start up date and overall expectations b) Preliminary report on evaluation program design to be used including explanation of model used to determine method. c) proposed evaluation tools to be used for all programs d) Confidentiality/Informed consent form developed. 2 - Contractor shall provide mid-year report, due on or before January 30, 2003, to include the following: a) Status of evaluation process (i.e., data collection process) b) Copies of signed informed consent/confidentiality forms from all participants c) Documentation of site visits for baseline data and data analysis. 3 - Contractor shall provide final deliverables, due on or before August 29, 2003, the following: a) Formal presentation to Project Officer of all significant findings; b) Final written report to include: 1. Methods, results, limitations (attrition, other challenges), recommendations, 2. Conclusions (on the impact of the programs) based on data analysis of the project. This synopsis/solicitation is a TOTAL SMALL BUSINESS SET ASIDE! The anticipated release date of the Request for Proposal (RFP) is on or about July 25, 2002.
