Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. DAAD05-02-T-0522 is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. The U. S. Army Robert Morris Acquisition Center, Contracting Divi sion, Aberdeen Proving Ground, MD has a requirement for the purchase and delivery of one Low Background Counting System to include the following: a) #S5X100 - SERIES 5XLB LOW BACKGROUND ALPHA BETA2 DETECTOR, 100 SAMPLES. Includes basic S5XLB counter, Gas Stat gas convertion, 2” detector, 100 sample towers, 4” lead shielding, wrap around guard detector, carrier plates, carrier inserts (5/16 & 1/8 deep), planchettes and cart. Includes On-site Installation and one year on-site warranty. Requires computer, monitor, printer and Eclipse LB Software, 3 each; b) #ECL-PK1 – Integrated CPU/Eclipse Package (98), HP Vectra Model 2500 CPU or greater, 64MB RAM, Windows 98, Eclipse-LB software, Crystal Reports, PC Anywhere, LB-Remote Software, IEEE-488 Network card, M odem, Trackball, Configuration and Test, 1 each; c) #C5521A-2 Meter IEEE Cable, 2 each; d) XLB-GR-Single Stage Gas Regulator, 2 each; e) #Model – Gas Line Manifold: 2 Tanks/3 Counters, 1 each; f) #862580 - HP LaserJet 4100 Printer, 2 Trays, Parallel I nterface, 110VAC, 1 each; g) #C5520A - HP Laser/DeskJet Parallel Cable, 2M, 1 each; h) #S5-BR - Bar Code Reader Option, System integrated bar code for Tennelec air Quality(TM), 3 each. On-site installation with 2 each Operators Manuals and 1each Mainte nance Manual shall also be included. Each analyzer unit shall consist of the following: a) Each unit shall use a pancake style 2.25” gas-flow proportional detector with an ultra thin window of 80 ug/cm2; b) Each unit shall have a modular lead shielding t o ensure there are no exposed seams which will cause increased background response; c) Each unit shall have the following performance criteria: 1) background of no more than 0.10 counts per minute for alpha counting; 2) back- ground of no more than 0.85 c ounts per minute for beta counting; 3) alpha efficiency for polonium –210 greater than/equal to 40%; 4) beta efficiency for strontium-90 greater than/equal to 45%; 5) deadtime loss of less than= 1.5% for gross count rates of 500,000 counts per minute; 6) a lpha detector plateau of 2.5% slope/100 volts for voltage greater than 800 volts for polonium-210 and a beta detector plateau of 2.5%/100 volts for greater than 200 volts for strontium-90; 7) guard efficiency will be greater than or equal to 99% cosmic rej ection. (d) Each unit shall have several modes of operation to include alpha counting only, alpha and beta simultaneous counting and alpha followed by beta counting independently; (e) Each unit will have automated voltage plateau procedure which will incl ude raw count data and graphical representation of plateau determination. Unit voltage can be automatically determined or manually overridden; (f) Each unit discriminators shall be user adjustable either via software control or high precision hardware pot entiometers; (g) Each unit will have an automatic gas conservation system to minimize gas waste. System will also include low gas indicator feature which will shut down counting system to prevent system damage during low gas period; (h) Each unit sample c hanger must be capable of handling up to one hundred 1/16, 1/8, 1/4, 5/16 inch thick planchets, randomly mixed. Each unit sample changer must have 100 sample capacity; (i) Planchet carriers shall have a uniquely coded identifications. 100 carriers for ea ch unit must be provided with inserts numbered 1 through 100 as well as batching/counting sequenc e identification carriers; (j) System/unit must have way to be able to batch samples by counting routines and run two or more independent counting routines automatically without user input. Counting sequences shall be able to be recounted multiple times. Counting should be able to be automatically started based on time delay without user input for daily instrument calibration check; (k)Each unit must have a small footprint and an integrated mobile cart of ease of movement; (l)Each unit shall have incorp orated bar-code reader for unique identification of samples as well as sequence identifiers and planchet carriers, Model S5-BR. System/unit will allow bar codes to be used for sample identification; (m)System will have method to save individual system and operating parameters for each unit in case of accidental loss to be reloadable to reconfigure unit to original operating/system configuration. System/unit will also have battery backup of these operating/system parameters in case of limited power failure . The computer controller shall have the following specifications: (a)450 MHz Pentium III processor or better: (b)6.4 gigabyte hard drive disk; (c)521 kilobyte pipeline burst synchronous cache; (d)64 megabyte Ram with 8 MB video card or better; (e) 40X C D-ROM drive; (f)3 ISA, 3 PCI and 1 ISA/PCI slots; (g) IEEE-488, Interface card for Windows NT; (h)IEEE-488, 2 meter cable (three each for complete system integration, Part number C5521A; (i)Windows NT operating system; (j) System monitor; (k) Eclipse Alpha /Beta Operating software. The software shall include quality assurance software to track instrument performance including trend analysis and statistical calculations; (l)Crystal Report software. Software will allow user to customize report formats for us er specific requirements; (m) Microsoft Access 2000 Database software for CHPPM LIMS integration; (n) HP LaserJet 4100 Printer part number 862580. Instruments will require dedicated printer for operation; (o) Laser Jet parallel printer cable, part number C5520A. Gas Supply Requirements shall include: plumbing for the P-10 gas shall be included utilizing two customer supplied gas cylinders to supply/service all three analyzer units simultaneously. A manifold shall be included which automatically switches from one source tank to the other when the primary tank becomes low. This gas supply feature will include the following components: two (2) Single Stage Regulator Model XLB-GR, two (2) gas line splitters Model ICN 91010030 and all associated tubing/pipin g with switch-over valve to ensure the system is operational and leak proof. System Integration shall utilize an ACCESS database that is ODBC compliant for data storage for immediate integration with current CHPPM LIMS system. This will include a direct method of exporting data into that system. This will include as a minimum as ASII text file of all raw counting data collected during the counting sequence. The system will operate on a 32-bit Windows multi-tasking operating platform. System shall inclu de all cables, connectors, software, tubing, etc. Delivery shall be 60 days ARO, F.O.B. Destination Aberdeen Proving Ground, Edgewood Area, Maryland 21010. Award of this solicitation shall be made to the low priced technically acceptable offeror. In o rder to be considered acceptable, the offeror must meet the requirements set forth above. The contractor must submit descriptive literature for all items listed above and show that the item offered meets the specifications listed above. Descriptive liter ature as specified in this Request for Quotation (RFQ) must be furnished as a part of the quote and must be received before the date and time set for closing. The literature furnished must be identified to show the item(s) to be provided to meet the speci fications outlined above. The descriptive literature proposes to furnish as to performance characteristics and operation. Failure of descriptive literature to show that the product(s) offered conform(s) to the specifications and other requirements of the RFQ will require rejection of the bid. Failure to furnish the descriptive literature by the time specified in the RFQ will require rejection of the bid, excep t that if the material is transmitted by mail and is received late, it may be considered under the provisions for considering late bids, as set forth elsewhere in this RFQ. An offeror must quote on all items in this solicitation to be eligible for award. The Government will award on an “all or none” basis. Evaluation of offers will be based upon the total price quoted for all items. All offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-C ommercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Item s, applies to this acquisition with the following additional FAR Clauses: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; 52.219 -14 Limitation on Subcontracting; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports of Special Disabled Veterans a nd Veterans of the Vietnam Era.
