- NA TITLE: ARCHITECT-ENGINEER SERVICES FOR ONE SMALL BUSINESS SET-ASIDE INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT FOR THE DESIGN OF U.S. AIR FORCE RESERVE (USAFR) FACILITIES NATIONWIDE POC Contract Specialist, Debrauh Lardner (502)315-6181. This solicitation is for one nationwide small business set-aside contract. SEE NOTE 1. The proposed service will be obtained by negotiated Firm Fixed Price Contract Task Orders, and will be primarily Air Force Reserve projects. Projects will be awarded by Individual Task Orders not to exceed $1,000,000 with the maximum contract value being $1,000,000 for the base year. The base contract period is one year, with two option periods to be exercised at the discretion of the Government. The maximum amount for basic contract period and option periods is $3,000,000 for the contract duration. Award of this small business set-aside IDIQ contract is anticipated in the October 2002 time frame. The estimated construction cost per project is approximately between $1 million and $15 million dollars. This announcement is for the Small Business Set-Aside program. To be eligible for award, a firm must be registered in the DOD Central Contractor Registrations (CCR ) Registrar via the CCR Internet site at: http://ccr2000.com or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. Significant emphasis will be placed on the A/E’s quality control procedures, as the District will provide qualit y assurance review for the project. Projects outside the primary area of responsibility may be added at the Government's discretion upon agreement of the selected firm. The selected firm will be solely responsible for the designs that they produce, and w ill become the “Designer of Record” for each individual project within their contract. Firm should have experience with using and writing project specifications in the SpecsIntact processing system, and M-CACES. 2. PROJECT INFORMATION: the required pro ject Task Orders under this IDIQ contract may include new construction, renovation or rehabilitation of some or all of the following types of building structures: Training Centers (which include: admin, education, assembly, storage, special training & su pport spaces), Vehicle Maintenance Shops (which include: work bays, admin, special training, storage & support spaces), Aircraft Maintenance Hangars, Stand-Alone Buildings (which include: unheated storage & Direct Support/General Support warehouses). As sociated design effort may include: civil site design, controlled waste and flammable storage, foam concentrate fire protection systems (e.g. Aqueous Film Forming Foam ((AFFF)), medium and high expansion foams, etc.), demolition, and/or the renovation of existing facilities, environmental compliance, asbestos, lead, and PCB surveys and/or abatement & utility investigations, energy conservation and the use of recovered materials. Other functions beyond traditional design may include: Develop “simplified d esign” approaches, construction. Construction cost estimating will be accomplished using the Micro-Computer Aided Cost Estimating System (M-CACES) software (software and database will be furnished). Specifications must be electronically developed using Un ified Guide Specifications (UGS), Louisville District Guide Specifications, modified by the Corps of Engineers, Guide Specifications created for the, Air Force Reserve, and Industry Standard Specifications. All specifications shall be developed using Spec sIntact Automated Specification processing system. Electronic drawing development will be required for all activities, using MicroStation. For those isolated cases, the awarded firm must provide resumes to supplement the SF255 form, providing a certified industrial hygienist, a hazardous material inspector, and an accredited lab, as part of the design team for a specific task order; The appropriate certifications and registrations will be required at that time . The hygienist must be a Certified Industrial Hygienist (CIH) as certified by the American Board of Industrial Hygienist (ABIH). The hazardous material inspector must have successfully completed an EPA approved course for building inspectors and asbestos manage ment planners. A laboratory accredited in Bulk Asbestos Fiber Analysis given by the National Institute of Standards and Technology (NIST) under the National Voluntary Laboratory Accreditation Program (NVLAP) must be available for hazardous material testing as needed.3. SELECTION CRITERIA: See note 24 for general selection process information. The specific selection criteria (a - e being primary and f - i being secondary) in descending order of importance are as follows and must be documented with resumes i n the SF255: 1. Professional Qualifications: a) A designer and checker with education, registration, and specialized experience in the following fields: architecture, civil, geotechnical (soils engineering), structural (independent of civil), mechanical, environmental, and electrical engineering are necessary with at least one in each field professionally registered. Additionally, professionals qualified by education, registration, certification, and/or training in interior design, landscape architecture, and fire protection are necessary. The Interior Designer must either be NCIDQ Certified, a registered interior designer, or a registered architect with demonstrated experience in interior design to include Comprehensive Interior Design (CID). Design effo rt may include demolition or disturbance of ordinary building types that may contain asbestos, PCB’s, and lead. b) Specialized Experience and technical competence in the expected activities identified above, as evidenced by the resumes of the personnel ass igned to this project; Only resumes identifying the professionalism and specialized experience of the design group is necessary. Other available personnel maybe specified in paragraph 10 of the SF255. In addition, a brief Design Management Plan including a n explanation of the firm's management approach, management of subcontractors (if applicable), quality control procedures and an organizational chart showing the inter-relationship of management and various team components (including subcontractors) must b e included in paragraph 10 of the SF255. Documented experience and capability in the following areas: Wide variety of multiple projects, designed simultaneously with overlapping schedules, located within the United States; Design experience with Governme nt facilities over $3 Million dollars, a minimum of 3 examples in the last 6 years; Experience in the preparation of Request for Proposal (RFP) packages for design/build projects, competed within the last 6 years; Experience in the design of projects using MicroStation); Experience with MCACES software, a minimum of 3 examples of projects; Experience, demonstrating ability to manage databases (e.g. ACCESS) Experience using Adobe Acrobat to edit/create files in PDF format; Experience with partnering; Include a Quality Control Plan, specific to this contract, demonstrating how they will produce a quality design which is free of errors and omissions, to the maximum extent possible; The firms must demonstrate the availability of the following computer requiremen ts: MicroStation/J Requirements Version 7.01.00.62 or greater: Intel®-compatible Pentium-based PCs and workstations running Microsoft Windows NT 4,Windows 95,or Windows 98: Memory: at least 16 MB more than the minimum requirements for the Windows opera ting system being used. 128+ MB RAM recommended; Hard Disk: 200 MB minimum for complete installation; CDROM: 2.0X or better. 40+ recommended; Input device: Mouse. Output device: A host of industry-standard devices are supported. Works with printers suppo rted by Windows; Video: Supported graphics card (256 or more color card recommended for rendering. New projects will be designed using metric units. Firms sho uld list previous projects designed in hard metric. c) Capacity to complete the work in the required time; e.g. the ability to execute multiple task orders concurrently.. d) Past performance on DOD and other contracts with respect to cost control, qualit y work, and compliance with performance schedules; e) Experience in creating, maintaining, and/or updating software data bases relating, such as construction specifications, graphic data, design guides, etc; f) Superior performance evaluations on recently completed DOD contracts; g) Experience in various nationwide design efforts, including seismic, climatic and geotechnical aspects; h) Experience with innovative approaches to design (electronic submittals, internet websites, electronic renderings, etc.) i) Volume of DOD contract awards in the last 12 months as described in Note 24; 4. SUBMITTAL REQUIREMENTS; See Note 24 for general submission requirements. Any firm with an electronic mailbox responding to this solicitation should identify such address in t he SF255. Please identify ACASS number of the office performing the work in Block 3b of the SF255. Release of firm status will occur within 10 days after approval of any selection. Firms, which are interested and meet the requirements described in this announcement are invited to submit one completed SF-255 (Revision 11-92).) Responding firms must submit a current and accurate SF-254 for each proposed consultant. Additionally all responding firms which do not have a current (within 12 months) SF-254 on f ile with the North Pacific Division, Corps of Engineers must also furnish a completed SF-254.
