- NA TITLE: ARCHITECT-ENGINEER SERVICES FOR ONE INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT FOR THE DESIGN OF U.S. AIR FORCE RESERVE (USAFR) FACILITIES NATIONWIDE. POC Contract Specialist, Kim McKnight (502) 315-6186, GENERAL CONTRACT INFORMATION: This solicitation is for one nationwide contract. The proposed service will be obtained by negotiated Firm Fixed Price Contract Task Orders, and will be primarily for Air Force Reserve projects. Projects will be awarded by Individual Task Orders not to exceed $1,000,000 with the maximum contract value being $1,000,000 for the base year, with options to extend for up to two additional periods to be exercised upon the discre tion of the Government. The maximum amount for basic contract period is $1,000,000 per period, for a maximum of $3,000,000 for the contract duration. Award of this IDIQ contract is anticipated in the Sept 2002 time frame. The estimated construction cost per project is approximately between $1 million and $15 million dollars. This announcement is open to all businesses, regardless of size. If a large business is selected to negotiate a contract, the firm will be required to present an acceptable Small B usiness and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507 prior to award of the contract. The current subcontracting goals are 61.4% to Small Business, 9.1% to Small Disadvantaged Business, 5% to Women-Owned Small B usiness, 3% to Veteran Owned Small Business, 3% to Service Disabled Veteran Owned Small Business and 2.5% to HUBZone Small Business. To be eligible for award, a firm must be registered in the DOD Central Contractor Registrations (CCR) Registrar via the C CR Internet site at: http://ccr2000.com or by contacting the DOD Electronic Commerce Information Center at 1-800-334-3414. Significant emphasis will be placed on the A/E’s quality control procedures, as the District will provide quality assurance review for the project. The selected firm will be solely responsible for the designs that they produce, and will become the “Designer of Record” for each individual project within their contract. Firms should have experience with using and writing project specifications in the SpecsIntact processing system and MCACES. 2. PROJECT INFORMATION: the required project Task Orders under this IDIQ contract may include new construction, renovation or rehabilitation of some or all of the following types of building structures: Training Centers (which include: admin, education , assembly, storage, special training & support spaces), Vehicle Maintenance Shops (which include: work bays, admin, special training, storage & support spaces), Aircraft Maintenance Hangars, Stand-Alone Buildings (which include: unheated storage & Direc t Support/General Support warehouses). Associated design effort may include: civil site design, controlled waste and flammable storage, foam concentrate fire protection systems (e.g. Aqueous Film Forming Foam ((AFFF)), medium and high expansion foams, et c.), demolition, and/or the renovation of existing facilities, environmental compliance, asbestos, lead, and PCB surveys and/or abatement & utility investigations, energy conservation and the use of recovered materials. Other functions beyond traditional design may include: Develop “simplified design” approaches, perform engineering feasibility studies, site assessments, and 1391 development related to new and USARF projects; Provide engineering services during construction. Construction cost estimating will be accomplished using the Micro-Computer Aided Cost Estimating System (M-CACES) software (software and database will be furnished). Specifications must be electronically developed using Unified Guide Specifications (UGS), Louisville District Guide Specifications, modified by the Corps of Engineers, Guide Specifications creat ed for the Air Force Reserve, and Industry Standard Specifications. All specifications shal l be edited using SpecsIntact Automated Specification processing system. . Electronic drawing development will be required for all activities, using MicroStation. For those isolated cases, the awarded firm must provide resumes or supplemented completed SF2 55 form, providing a certified industrial hygienist, a hazardous material inspector, and an accredited lab, as part of the design team for a specific delivery order. Certifications and registrations will be required at that time. The hygienist must be a C ertified Industrial Hygienist (CIH) as certified by the American Board of Industrial Hygienist (ABIH). The hazardous material inspector must have successfully completed an EPA approved course for building inspectors and asbestos management planners. A labo ratory accredited in Bulk Asbestos Fiber Analysis given by the National Institute of Standards and Technology (NIST) under the National Voluntary Laboratory Accreditation Program (NVLAP) must be available for hazardous material testing as needed. 3. SELEC TION CRITERIA: See note 24 for general selection process information. The specific selection criteria (a - f being primary and g - j being secondary) in descending order of importance are as follows and must be documented with resumes in the SF255: 1. Pro fessional Qualifications: a) A designer and checker with education, registration, and specialized experience in the following fields: architecture, civil, geotechnical (soils engineering), structural (independent of civil), mechanical, environmental, a nd electrical engineering are necessary with at least one in each field professionally registered. Additionally, professionals qualified by education, registration, certification, and/or training in interior design, landscape architecture, and fire protect ion are necessary. The Interior Designer must either be NCIDQ Certified, a registered interior designer, or a registered architect with demonstrated experience in interior design. Design effort may include demolition or disturbance of ordinary building ty pes that may contain asbestos, PCB’s, and lead. b) Specialized Experience and technical competence in the expected activities identified above, as evidenced by the resumes of the personnel assigned to this project; only resumes identifying the professional ism and specialized experience of the design group is necessary. Other available personnel maybe specified in paragraph 10 of the SF255. In addition, a brief Design Management Plan including an explanation of the firm's management approach, management of s ubcontractors (if applicable), quality control procedures and an organizational chart showing the inter-relationship of management and various team components (including subcontractors) must be included in paragraph 10 of the SF255. Documented experience and capability in the following areas: Wide variety of multiple projects, designed simultaneously with overlapping schedules, located within the United States; Design experience with Government facilities over $3 Million dollars, a minimum of 3 examples i n the last 6 years; Experience in the preparation of Request for Proposal (RFP) packages for design/build projects, competed within the last 6 years; Experience with MCACES software, (a minimum of 3 examples of projects); Experience demonstrating ability t o manage databases (e.g. ACCESS); Experience using Adobe Acrobat to edit/create files in PDF format; Experience with partnering. Include a Quality Control Plan, specific to this contract, demonstrating how they will produce a quality design, which is free of errors and omissions, to the maximum extent possible; Firms should list previous projects designed in hard metric. c) Capacity to complete the work in the required time; e.g. the ability to execute multiple task orders concurrently. d) Past performanc e on DOD and other contracts with respect to cost control, quality work, and compliance with performance schedules; e) Experience in creating, maintaining, and /or updating software data bases relating, such as construction specifications, graphic data, design guides, etc; f) Superior performance evaluations on recently completed DOD contracts; g) nationwide design experience, including seismic, climatic and geo technical aspects; h) Experience with innovative approaches to design (electronic submittals, internet websites, electronic renderings, etc.) i) Volume of DOD contract awards in the last 12 months as described in Note 24; j) Extent of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 4. SUBMITTAL REQUIREMENTS; See Note 24 for general submission requirements. Any firm with an elect ronic mailbox responding to this solicitation should identify such address in the SF255. Please identify ACASS number of the office performing the work in Block 3b of the SF255. Release of firm status will occur within 10 days after approval of any selec tion. Firms, which are interested and meet the requirements described in this announcement are invited to submit one completed SF-255 (Revision 11-92). Responding firms must submit a current and accurate SF-254 for each proposed consultant. Additionally al l responding firms which do not have a current (within 12 months) SF-254 on file with the North Pacific Division, Corps of Engineers must also furnish a completed SF-254..
