Description

17. The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) intend to negotiate on a noncompetitive basis with Eight Day Design, 1401 Wilson Blvd. Suite 1000, Arlington, VA 22209, to provide Interior Design, Architectural, and Project Management services for the reconfiguration of office space in the Neuroscience Center Building, 6001 Executive Boulevard, Rockville, Maryland. Eight Day Design is the original architect for the Neuroscience Center Building, completing the initial designs and maintaining the original AutoCAD drawings. In order to provide office space for new employees, the work under this requirement must be completed on or before July 31, 2002. NIDA is required to renovate its office space quickly in order to accommodate additional employees. An award to any other source would result in significant time delays and the incurring of considerable costs which cannot be expected to be recovered through competition. There are no other sources available with the original drawings or with the ability to meet the time restrictions. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541410, and Size Standard $5.0 million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2002-096 may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
