- NA The CECOM Acquisition Center-Washington intends to award a sole source contract for Radio Frequency Identification (RFID) products and services to Savi Technology in accordance with J&A No. 02-1007 approved on 25 June 2002 under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(1). The sole source contract is necessary in order to provide an integrated source of supplies and services for RFID technologies for the customers of PM AIT. The indefinite-delivery indefinite-quantity contrac t will include three years during which equipment, software, training, technical engineering services, documentation and maintenance of previously procured equipment may be ordered, plus two years during which maintenance only can be ordered. The contract ordering ceiling is not to exceed $90,000,000. The contract will require five commercial classes of RFID products - Active, Passive, Beacon, Portal and Real Time Locating System (RTLS). Active RFID technology requirements include a family of read/write t ags with memory size up to 128 Kbytes, omnidirectional read and write distance of 300 feet, operation at a frequency that is approved for use in as many countries and locations as possible, RF emissions at a level so that Hazards of Electromagnetic Radiati on for Ordnance (HERO) Certification can be attained, and compliance with the International Committee for Information Technology Standardization (INCITS) 256-2001 standard. Passive RFID technology requirements include a family of read/write tags with memo ry size up to 1 Kbit, omnidirectional read distance of 3 feet, write distance of 2 feet, operation at a frequency that is approved for use in as many countries and locations as possible, RF emissions at a level so that HERO certification can be attained, a nd compliance with the INCITS 256-2001 standard. Beacon (tag talk first) RFID technology requirements include memory sufficient to discriminate among 500 tags, omnidirectional read distance of 300 feet, operation at a frequency that is approved for use in as many countries and locations as possible, and RF emissions at a level so that HERO certification can be attained. Portal RFID technology requirements include read/write tags with memory size up to 16bytes, omnidirectional read and write distance of 30 0 feet, accuracy to within 12 feet of the portal, and operation at a frequency that is approved for use in as many countries and locations as possible. RTLS RFID technology requirements include the ability to provide continuous, real-time monitoring of as sets, read distances up to 300 feet indoor and 1000 feet outdoors without requiring direct line of sight, tag location accuracy within 10 feet, and operation at a frequency that is approved for use in as many countries and locations as possible. Fixed, Tr ansportable (solar powered) and Handheld interrogators are required for Active, Passive, Beacon and Portal technologies. Handheld interrogators are required for the RTLS technology.
