- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, St. Petersburg, FL intends to contract with Puerto Rico Department of Natural and Environmental Resources (PRDNER) for installation of mooring buoys and marker buoys to designate the seasonal closure area, as well as other signage, to be located in Cano Luis Pena Natural Reserve on the island of Culebra. There are approximately 1200 acres of coral reefs associated with the island of Culebra. Portions of the reefs have designated seasonal closures and are within the boundaries of the Culebra Natural Reserve managed by the Puerto Rico Department of Natural and Environmental Resources (PRDNER) under the Division of Natural Reserves and Wildlife Refuges. Contractor will place markers to exclude boaters from the areas as part of the management plan of the reserve. Place markers to educate boaters as to the rules within the reserve, to demarcate shallow areas of reefs to prevent collisions and groundings. Establish additional moorings to prevent the use of anchors in reef areas, and to exclude boaters from the closed areas in keeping with the management plan of the reserve. Contractor will produce short terms results of a habitat use and habitat zoning study that will serve as the basis for determining where navigational aids will be installed and permit solicitation. Evaluate the site selection and acquire the permits necessary for the installation of the navigational aids and signage. Period of performance September 2002 thru September 2003. This notice is for services for which the Government intends to solicit and negotiate with only one source, the Puerto Rico Department of Natural & Environmental Resources under authority of FAR 6.302 and acquire services under the guidelines of FAR Part 13, Simplified Acquisitions. Statutory authority 41 USC 253(c)(1). Interested firms should submit in writing, its name, address, point of contact, telephone number, business size and a brief statement regarding its capability to provide the specified services. Provide the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the requested service. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested parties are encouraged to respond to this announcement within 15 days of its publication.
