Description
1. For the FY04 time frame the PEO Soldier, Project Manager Soldier Weapons at the U.S. Army's Picatinny Arsenal is soliciting information on existing items of materiel which can enhance the battlefield effectiveness of infantrymen. This activity is in support of the congressionally mandated Soldier Enhancement Program (SEP). The following areas are of interest: conventional and unconventional armaments which may include but are not limited to weapons, ammunition, fire control, ancillary devices and special purpose anti-personnel/materiel munitions or devices as well as any other items which enhance his combat effectiveness such as flares, illumination capabilities and training devices. These items must apply to the soldier as a system and, therefore, only those which he can carry, consume or wear should be submitted. 2. Information to be supplied should include product literature, pictures, item identification, intended mission or function (what existing Army item will be replaced, if applicable), physical parameters, description, approximate unit cost, production status and any other data considered relevant to the purpose of this survey. A SEP submission form is enclosed. One submission form shall be used to supply the above information for each item. Additional data may be included as attachments as appropriate. Responses MUST be limited to items which are off the shelf or in near term production status. 3. Information received by the Government will be reviewed by the appropriate U.S. Army Schools and the Training and Doctrine Command (TRADOC) which will assess the item's operational utility. Results of these efforts will form the basis for the final decision on the selection of potential FY04 Soldier Enhancement Projects. 4. All information previously submitted under the Soldier Enhancement Program has been evaluated, presented through the schools, TRADOC System Manager -Soldier and Product Manager - Soldier System and need not be resubmitted. All responses to this solicitation must be received by PM Soldier Weapons 16 August 2002. 5. Request widest possible dissemination of this survey within your activities. Direct response at subordinate levels is encouraged consistent with local policies and procedures. Follow the attached format, but response can be informal. Encl ******************************************************************************** SOLDIER ENHANCEMENT PROGRAM CRITERIA WILL THIS ITEM BE WORN, CARRIED, OR CONSUMED FOR INDIVIDUAL USE IN A TACTICAL ENVIRONMENT? Garrison only clothing or equipment does not qualify. Soldier's load, mission peculiar, platoon/company equipment, crew served, or vehicular items of equipment likewise do not qualify. IS THIS A NON-DEVELOPMENTAL, ITEM THAT IS COMMERCIALLY AVAILABLE, OFF-THE-SHELF, RIGHT NOW? Only commercial items that require very little or preferably no modification are acceptable in SEP. No research and development, other than limited testing, is permitted. Engineering changes and product improvements of existing government equipment are not done in SEP. ARE SOLDIERS SPENDING THEIR OWN MONEY ON THIS ITEM TO MAKE THEIR LIFE BETTER IN THE FIELD? If they are spending their money ordering it from catalogs, camping stores, Ranger Joes, the Cav Store etc., for field use, then it may be a serious SEP candidate. Items used by other branches of service or foreign armies mayalso be considered as possible SEP candidates. IS IT INTENDED AS A MID TO LONG TERM SOLUTION TO BE FIELDED TO A LARGE SEGMENT OF THE ARMY? Interim solutions or solutions for small, limited populations are not good SEP candidates. DOES IT DUPLICATE AN EXISTING OR ONGOING PROGRAM? SEP will not be used to speed up RDT&E programs. DOES THIS IDEA HAVE THE SUPPORT OF THE COMBAT DEVELOPER/ PROPONENT? The user proponent for each item must be willing to write, staff and approve a requirement document.
