Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00421-02-R-3158 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Acquisition Circular 91-13. . This action is not set aside for small businesses. The applicable NAICS is 334513 and the small business size standard is 500 employees. The Naval Air Warfare Center Aircraft Division has a requirement for the following: CONTRACT LINE ITEMS: CLIN 0001; One (1) each Automatic Hydraulic Deadweight Guage>>>CLIN 0002; One (1) Each Piston and Cylinder Assembly 125-20000 PSIG>>>CLIN 0003; One (1) Each Spare Parts Kit. GENERAL DESCRIPTION OF REQUIREMENT: The Automatic Hydraulic Piston Gauge System (AHPGS) shall be a high accuracy, high-resolution, and fully automatic operating pressure calibration system for the measurement and simultaneous sourcing of pressure for the calibration of high accuracy pressure gages and other pressure standards. The range of operation of the AHPGS shall be from 125 psi minimum to 20,000 psi maximum for the purposes of this specification. The system shall be expandable by purchase of additional components and not by engineering design changes to measure and source 25 psi minimum to 40,000 psi maximum. Fully automatic operation includes as a minimum the following: 1. No masses shall be manually lifted into position by the operator and 2. No operator calculations shall be performed. The AHPGS shall have an automated mass loading system to select and load the correct amount of mass needed to generate the desired pressure. The AHPGS system shall calculate the masses required to generate the required pressure and correct for environmental factors including but not limited to local gravity, air density, head pressure, and temperature. The AHPGS shall have the capability for Pressure values to be entered by the operator using a provided keyboard or remotely via a computer and IEEE-488 interface. The AHPGS will be used and maintained in an environmentally controlled Laboratory. The contractor, within 60 days of contract (exact date will be specified in the contract award), shall deliver to the following ? SHIP TO: Naval Air Warfare Center (PAX), Receiving Officer, Supply Department, Bldg 665, 47179 Vaughn Rd. (NASSU), Patuxent River, MD 20670-1614- MARK FOR: Naval Air Warfare Center (PAX), Bldg. 1403, Rm 7., 22113 Fortin Circle, Patuxent River, MD 20670. Attn: Alan G. Smith, Phone (301) 342-1636, Fax (301) 342-7557. Inspection and Acceptance shall be made at Destination, FOB Destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection Clause, nor does it limit the Government?s rights with regard to the other Terms and Conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the items listed in the delivery schedule. FAR 52.212-1 Instructions to Offerors?Commercial Items (Oct 2000) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation?Commercial Items (Jan 1999) does not apply to this acquisition. However, compliance with the specifications will be determined solely on the content and merit of the information submitted in response to this solicitation. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment The Government will evaluate all proposals to determine the price fair and reasonable in accordance with FAR Part 15, before making award. The offeror shall provide backup information verifying the price offered; e.g. a copy of current catalog, invoices for the same equipment, etc. The offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications?Commercial Items (May 2001) with its proposal. FAR 52.212-4 Contract Terms and Conditions?Commercial Items (May 2001) is incorporated by reference and applies to this acquisition.
