- NASA/LaRC is hereby soliciting information and potential sources for Research Operations, Maintenance, and Engineering (ROME) and facility-related IT to support institutional and research facilities. The objective of this procurement is to provide integrated facility OME and management by aligning functions that have natural synergies with the purpose of obtaining increased efficiencies and effectiveness for LaRC. You are strongly encouraged to respond to this announcement. This information will be used for planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement as well as promote competition. The Government desires constructive dialogues and comments from industry on this strategy, with specific pros and cons where possible. In addition, information received will be utilized to determine the type of competition and/or determine subcontracting opportunities. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. The current contracts being considered for inclusion in this procurement are: Facilities and Equipment Support Services (FESS), NAS1-99000; Research Equipment Operations Services (REOS), NAS1-99140; Research Instrumentation and Measurement Services (RIMS), NAS1-98100; Systems Engineering for Research Facility Integrated Systems (SERFIS), NAS1-98090, 98091, and 98092; and Configuration Management, Computerized Maintenance Management System Support and High Pressure System Recertification Support Services (RECERT), NAS1-99151. In addition, part of the following contracts are also being considered for inclusion: Systems Analysis and Mission Support (SAMS), NAS1-00135 (wind tunnel support); Consolidated Information Technology (ConITS), L70750D (facility related IT and wind tunnel support); and Consolidated Logistics, Administrative and Scientific Information Contract (CLASIC), NAS1 -02081 (engineering drawing files). Also, portions of the current Multidisciplinary Architectural Engineering Services (MAES), NAS1-98128 contract will also be considered as listed below. It is anticipated that a separate procurement or A/E boards will be convened to handle designs/installations as deemed appropriate. A final determination on this scope has not yet been made. The current value of the above contracts is approximately $50M/year. Specific functions to be performed include: ? Research facility electrical, mechanical, structural, process, and automation systems engineering, design and development ? Complete architectural-engineering designs, analyses, drawings, specifications, and cost estimates for institutional facilities ? General drafting, surveying, and Engineering library support ? Configuration management and engineering drawing files ? Central utilities system operations, maintenance, and engineering ? Maintenance, repair, and alterations of research and institutional facilities ? Work control, energy management, and duty officer activities ? Test engineering and operations support for research facilities (primarily wind tunnels) ? Research instrumentation system development and support ? Calibration, maintenance, and repair of instrumentation, including the Center's metrology program ? Research facility data acquisition systems development and support ? High pressure system recertification ? GIS program implementation and support ? Systems development and administration for facilities related MIS/CMMS This proposed procurement is a consolidation of services currently being procured at NASA Langley Research Center. Many of the above contracts will be expiring and a recompetition of services is required. It is anticipated that a common cut off date will be coordinated among the contracts to effect a smooth transition to this procurement. This procurement has a targeted December 2003 award date. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. Interested offerors having the required specialized capabilities to meet or exceed the above requirement should submit a capability statement of 10 pages or less indicating the ability to perform all aspects of the effort described herein. The statement should include: (1) company capabilities in the areas addressed above; (2) a list of relevant work performed in the past 5 years, contract number, technical description, contract type, dollar value, performance period, and customer reference name and phone number; (3) name, address, contact, telephone number and e-mail address for your firm; (4) teaming arrangements, if any; (5) size of business (number of employees); (6) whether your firm is large, small, small disadvantaged, 8(a), HUBZone, and/or veteran or women-owned, and (7) average annual revenue for past 3 years. The following documentation must also be included: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or veteran or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners (if known), prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past 5 years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). All statements must be in font size 12. Capability documentation should be submitted to NASA Langley Research Center, MS 144/Industry Assistance Office, Hampton, VA 23681. In responding, reference SS-ROME. The SEB Chairman and the Contracting Specialist will be available for informational meetings beginning July 18. Please email Carol J. Fowler, at c.j.fowler@larc.nasa.gov to schedule your firm's appointment and to apply for visitor badges if needed. Attendance will be limited to a maximum of five representatives and is limited to US Citizens and Permanent Resident Aliens of the United States. If the attendee is a Permanent Resident Alien, the Green Card must be presented at the Badge and Pass Office before access to the Center is granted. Indicate whether or not the attendees are US citizens or Resident Alien. The briefing will be unclassified. Meetings will be held at NASA LaRC commencing on July 18, 2002. A set of informational charts will be provided and posted to this site no later than July 17, 2002. The purpose of these meetings will be to solicit industry comments relative to the overall strategy proposed and how best to achieve the Government's objective. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A".
