Description

NA This procurement is a 100% Small Business Set-Aside. Small business standard is 500 employees. North American Industry Classification System (NAICS) Code is 332410. All offerors must be registered in the Central Contractor Register in order to be awarded a Government contract or to be paid on any newly awarded Government contract. 1. SCOPE: The Contractor shall provide all necessary plant, labor, equipment, and material to fabricate and deliver to Cordell Hull Power Plant, Carthage Tennessee, 1500 ea. he at exchanger tubes as specified herein. Bid package and full specifications and a drawing of the tube dimensions may be obtained by fax request to Maxie Covington or James Cook at 615-736-7124. APPLICABLE PUBLICATIONS: The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. 2.1- American Society for Testing and Materials (ASTM). 2.2- B111-93 Copper and Copper Alloy Seamless Condenser Tubes and Ferrule Stock. 2.3- B152-97a Copper Sheet, Strip, Plate, and Rolled Bar. 3. QUALITY ASSURANCE: 3.1- Material. The Contractor shall furnish the Contracting Officer a letter from the suppliers of all materials requiring shop drawings certifying that the material meets the requirements stipulated in the specifications. 3.2- Quality Control. The Contractor shall establish and maintain a quality control system to assure compliance with the contract requirements and shall maintain records of quality control for all operations covered by the specifications. The Contractor's fac ilities shall be open, during normal business hours, to the Contracting Officer or his authorized representative for the purpose of inspection of work, completed and in progress, on this contract. The aforementioned quality control records shall be availa ble for inspection. 3.4- Hydrostatic Testing. All heat exchanger tubes shall be hydrostatically tested after belling to 150psi. 4. SUBMITTALS: Material certification letters and certified test reports for tube hydrostatic testing shall be submitted to the Government in triplicate for approval. 5. HEAT EXCHANGER TUBES: Heat exchanger tubes shall consist of a tube of copper-nickel with edge wound copper fins. The tubes shall be ASTM B111, UNS C70600, 90-10 copper-nickel, with dimensions as shown on the attached sketch. One end of the tubes shall be belled to the dimensions shown on the attached sketch. Belling shall be of the integral type. Brazing on bell will not be accepted. The coppers fins shall be ASTM B152, UNS Alloy C11000. Fins shall be mechanically bonded to the to the tube by the helical winding method. Fins shall be 2.125 inch OD. Fin spacing shall b e 10 fins per inch. Fins shall be 0.012 inch thick. After fining, tubes shall be solder coated. Tubes shall be straight without burrs, scratches, or kinks. The attachment of the fins shall not mar the surface of the tube or in any manner impair the mec hanical integrity of the tube wall. All tubes shall have a clean surface to ensure a good mechanical bond when fins are attached. 6. DELIVERY, FOB DESTINATION: The Generator Air Cooler Tubes shall be delivered to Cordell Hull Power Plant, 150 Corps Lane, Carthage, TN 37030 no later than 13 SEP 2002. Proposals are due no later than 30 JUL 2002 at 4:15 CDT. Award will be made after e valuation of the proposals. See note 1.
