- Description
- The Southern Plains Area for the Agricultural Research Service, of the U.S. Department of Agriculture intends to issue an award to Advanced Design & Machine, 7339 State Rd 28 East, Clarks Hill, IN 47930. This is a sole source procurement under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Instantaneous-Profile Laser Scanner was developed by the USDA, ARS and Advanced Design & Machine, Inc. through a Research Cooperative Agreement. This notice of intent is not a request for quotations (RFQ) for competition. This is a simplified acquisition. The Wind Erosion and Water Conservation Research Unit of the Cropping Systems Research Laboratory in Lubbock, Texas conducts applied and fundamental research on the causes and consequences of wind-induced soil erosion and the interactions of plants with the soil and atmosphere. Detailed soil surface elevation measurements are required to develop digital elevation maps and other mathematical and statistical descriptions of the soil surface. A device is needed that will perform in the field and laboratory. The field environment will include surface elevation measurements over tilled, ridged fields. The total near-surface relief may be up to 60 to 70cm in height. The data should be collected over an area of not less than one-square meter in a very rapid and precise manner. This laser scanner is able to measure instantaneously the elevations along a profile. 0A laser creates a 45 cm long bright line on the soil surface. A digital CCD camera with a photodiode senses this line and takes a picture every 6.5 seconds. The location of the laser on the 2D CCD array depends on the height of the surface along the laser line. After calibration, the CCD coordinates (line, row) are Converted to X and Y values. The ensemble camera-laser is attached on a carriage. This carriage moves along a rail. A field PC pilots the carriage movement and the picture acquisition. Then the pictures are processed in real-time and stored and also viewed on the computer screen. It takes only seconds to make a 4 m transect, 45 cm wide. The vertical resolution is 0.5 mm. The purpose of the device is to measure soil surface roughness along a 45 cm wide and 3 m long transect. The roughness data must be digitized for further analyses. The data acquisition system must be capable of the user selecting the X and Y coordinates sampled (i. e. separation distance between sample observations). The system must be capable of measuring a range of roughness heights from a few millimeters up to about 70 cm. The instrument must be rugged enough for field use as well as lab use. Field use will include ambient temperatures ranging from 30 - 120 F. Questions should be received within 14 calendar days of this published notification. Questions may be directed to: Michael A.
