Description
NAICS Code: 541611 1This is a combined synopsis/request for quotes (RFQs) for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. RFQs are being requested and a written solicitation will not be issued. The solicitation number is PR-DC-02-02417 and is issued as a RFQ. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07. This is a small business set aside and the associated NAICS code 541611 and a small business standard of $6 million. The following contract line item numbers (CLINs) apply for this procurement: CLIN No. 0001 - Develop a 16 hour training course which includes a Teacher's Guide, Student Training Workbook and a CD ROM of the developed Teacher's Guide and Student Training Workbook. The course is entitled "The Anatomy of a Real Estate Development Transaction: What Government Regulators Need to Know About Real Estate Development"; CLIN No. 0002 - Option to Conduct Training of CLIN 0001 in Philadelphia in late October, 2002; CLIN No. 0003 - Option to Conduct Training of CLIN 0001 in Chicago in early November, 2002; CLIN No. 0004 - Option to Conduct Training of CLIN 0001 in San Francisco in early December, 2002; and, CLIN No. 0005 - Option to Conduct Training of CLIN 0001 in Atlanta in mid-January, 2003. Quantity is one each per CLIN. Background and description of requirement: In the absence of very substantial public contributions, the only way for private real estate development to occur is if there is a market for the product and if the capital employed in the development, operation, and maintenance of the developed property will achieve a return on investment at levels dictated by the marketplace. Similarly, private developers must appreciate that public officials and employees are engaged in activities mandated by law and supported by a broad base of the public that includes the real estate community as well as the general citizenry. CLIN 0001 is intended to familiarize government employees and officials, at the national, state, and local levels, whose decisions and work impact the real estate industry and real estate development, with the kinds of problems faced in the development process and whether things that the government can do, can either encourage development that the government thinks is desirable or diminish the constraints and costs that government processes can place on the development of real estate. The training course must address the interactions of the following: 1) environmental regulations (e.g., Brownfields, RCRA, UST, EIS, wetlands, etc.); 2) land use regulation, in general (e.g., zoning, historical preservation); 3) general local requirements (e.g., building regulations, demolition permits, plan review and building permits, inspections, traffic); 4) private finance; 6) public finance and expenditures; and, 7) taxes. CLIN 0001 must utilize lectures, case analyses and discussions. The Contractor shall obtain permission from copyright owners before including privately-owned copyrighted works in data included in CLIN 0001. FAR clause 52.227-14, Rights in Data General and Alternate II apply to this contract. Under the Limited Rights Notice of paragraph (g)(2) clause 52.227-14, Rights in Data General Alternate II, the data delivered in CLIN 0001 can be used by EPA support service contractors to conduct training on behalf of the Agency. The Contractor shall submit a draft of CLIN 0001 which includes a Teacher's Guide and Student Training Workbook to EPA for review within 30 days after contract award. EPA will review the drafts required for CLIN 0001 and provide the contractor with its' review edits. The Contractor shall incorporate EPA's review edits into the Teacher's Guide and Student Training Workbook. The Contractor shall deliver a final copy of the Teacher's Guide and Student Training Workbook and a CD ROM containing the Teacher's Guide and Student Training Workbook. Final CLIN 0001 shall be delivered by September 25, 2002. FAR clause 52.227-17, Rights in Data Special Works is applicable to this contract. The Government will make copies of the printed Teacher's Guide and Student Training Workbook and deliver to training attendees. The Contractor shall present each training session over a 3-day period. The first training session will start approximately noon, the day the attendees arrive and the third session will end approximately noon the third day, when attendees depart. At the completion of each session, the contractor shall provide the training participants an Evaluation Report. The Contractor shall develop their own Evaluation Report of their choice. The Contractor shall discuss the participants' comments with the EPA Project Officer and revise the training material to incorporate meaningful recommendations. The provision at FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. The following factors shall be used to evaluate quotes: (1) examples of previous or current training modules, conference training seminar material, lectures provided to trade associations, and published texts, papers or articles developed or modified by the vendor will be evaluated on its demonstrated understanding and ability to accomplish the performance work statement (PWS); (2) the outline of the vendor's proposed curriculum and supporting rationale, will be evaluated on its demonstrated understanding and ability to accomplish the PWS. An outline of the suggested curriculum is provided at ADDITIONAL INFORMATION located at the following website: http://www.epa.gov/oamsrpod/dc0200210/index.htm. The quote may be based on an outline and curriculum that differs from the suggested curriculum; (3) expertise of the professor(s) and/or leading members of the real estate and/or legal industry offered to conduct in CLIN's 0002, 0003, 0004 and 0005 will be evaluated on its demonstrated understanding and ability to conduct the training; (4) price; and, (5) past performance. Demonstrated understanding and ability to perform the statement of work and past performance, when combined, are equal to price. Submit examples of current or previous (within last three years) training modules, texts, conference training seminar material, published papers or articles developed or modified by the vendor that demonstrate the vendor's understanding and ability to perform the SOW. Provide resume(s) of the professional(s) proposed to present the courses, including specific presentations of classes, and or training and or conferences, that demonstrate the expertise to conduct the training. Provide a list of references for projects where you have provided similar services. Offerors are to include a completed copy of the provision Offerors Representations and certifications-Commercial (FAR 52.212.-3) with its offer. The provision, Instructions to Offerors-Commercial (FAR 52.212-1), applies to this acquisition. The provision, Evaluation of Options (FAR 52.217-5), applies to this contract. The clause, Contract Terms and Conditions-Commercial Items (FAR 52.212-4), applies to this acquisition. The clause, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (FAR 52.212-5), applies to this acquisition.
