- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS), Center for Coastal Environmental Health and Biomolecular Research, Charleston, South Carolina intends to issue a contract to the Medical University of South Carolina for technical/scientific research assistance. The first requirement is for a senior-level scientist to assist in the scientific direction and technical oversight of multi-disciplinary research to determine environmental perturbations on marine mammal health and long-term viability of populations. Research emphasis will investigate impacts of environmental stressors on bottlenose dolphin populations using an integrated approach with multiple measures of health. Investigative approaches will include the development of diagnostic and biomedical assays and bioindicators to assess risk and develop epidemiological models. The tasks involved will encompass the planning and implementation of research activities to determine health of marine mammals in the coastal environment and will produce scientific data, reports and manuscripts on integrated health measurements. The second requirement is for technical and scientific assistance to help adapt biomedical theory and technologies to the development of diagnostic assays for health status of marine organisms, provide assistance in developing a research strategy to elucidate underlying mechanisms of organismal responses to environmental stressors at a cellular and biochemical level and provide training to CCEHBR staff in methodologies associated with the biochemistry of proteins and functional genomics. These include but are not limited to bioinformatic data mining, protein expression and purification (i.e. recombinant gene expression), discovery and functional characterization of candidate bioindicators (i.e. proteomic analysis via 2D electrophoresis and mass-spectrometry analyses). The tasks involved will produce scientific data, reports, peer-reviewed manuscripts and potential novel assays for use in assessing organismal condition. The contract will be for an award period of three months with two 12-month option periods. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c)(1) for this proposed procurement action. This notice of intent is not a request for competitive proposals. Interested parties are encouraged to respond to this announcement within 15 days of its publication and shall submit in writing, it's name, address, point of contact, telephone number, business size and a brief statement regarding it's capability to provide the specified service and the names, telephone numbers, and points of contact for businesses or other Government agencies to which it has previously provided similar services. No response will be provided to those inquiries which fail to provide the information requested. This information shall be submitted to the address stated herein or may be faxed to 816-426-7530. This is not a request for proposals and there is no solicitation available at this time. A determination by the Government not to compete this proposed procurement action is solely within the discretion of the Government.
