Description
This is a combined synopsis/solicitaion for commercial items prepared in accodance witt the format in FAR Sub;part 12.6, as supplemented with additional information included in this notice. This annoucnement constituetes the oly soliciation ; proposals are being requested and a written solicitaion will not be issued. This is a total 100% small business set aside NAIC 541512. Limit technical proposal to 5 pages plus one page for cost proposal for items listed in attachement.Statement of Work Expert System Development Background SBA is the managing partner for developing a cross-agency portal that offers user-friendly access to laws and regulations, expert compliance assistance tools (digital guides), and online transactions. The current business case calls for developing 25-30 expert tools in the environment, workplace health and safety, employment and tax areas. Accordingly, government is seeking contractor support to work with the content experts to do the data modeling, storyboarding, decision tree analysis, and technology support to create these online tools, similar to the online models of the Occupational Health and Safety Administration, or other applicable approach, to include benchmarking, distance learning, interactive guides. The first such expert tool is ?determining worker status for tax filing? and is described below. I. Understanding Current Procedures This will involve meeting with IRS agency personnel, and other coordinating groups as appropriate to document procedutes and practices in establishing worker status. The contractor shall review all relevant forms and publications which describe the information needed by the agency to make a determination. The contractior with the assistance of the agcncy will review currently relevant case law precedents. The contracxtor will interfiew agcny designated experts on the process of making a determination and the values associated with information gathered in the SS-8 and any ancillary written documents. Item 0001_$________ Deliverable: A document outlining the current methodology for detemining a workers status with commentary on the appropriate approaches for involving wxpert system tehcnology. II. System Interface and Advisory logic Analysts and programmers will define the general scheme for user interface and prottype the interface in flow chart block diagrams with screen mockups as appropriate to document the proposed operation of the expert system. Analysts will develop logic "if-then" statements which define the relationships between specific items of inforamation gathered by IRS technicians in making a determination. These relationships will be reviewed with domain experts at the IRS. Item 0002_$_________ Deliverable: Prototype interface for questions. System logic statements and confidence factors. III. Draft Expert System The contractor will prepare a draft expert system. The system will be reviewed by the IRS fo raccuracy and consistency in decision making. The contractor and the IRS will colaborate on changes to the confidence factors and logic statements. Item 0003__$________ Deliverable: Draft Expert system for Exsys software environment owned by the SBA. IV. Final Expert System Based on comments and collaboration, the contractor will prepare a final expert system for use by the IRS and SBA and deliver it for installation on the SBA server. Item 0004__$_________ Deliverable: Final Expert System Time: Work must be completed September 15, 2002. Applicable clauses incorporated herein by reference: 52.212-4 Contract terms and conditions- Commercial items 52.212-5 Contract terms and conditions required to implement statutes or executive orders - commercial items. And incorporates the following clauses within 52.212-5: (b)1, 6, 7, 11, 13, 15, 15, 17, 18, 19, 21, 23, 26, 27 and (c) 1, 2, 4. Proposals shall be evaluated per 52.212-2 Evaluation Commercial Items incorporated herein by reference. Price being 30 % and Past performance, technical approach and staff combined are 70% .
