Description
THIS SOLICITATION IS ISSUED PURSUANT TO SECTION 8(a) OF THE SMALL BUSINESS ACT, 5 USC 637(a) AND IN ACCORDANCE WITH FAR SUBPART 19.8 RESTRICTED TO SOUTHEAST REGION AND ALASKA DISTRICT. The Contractor shall provide comprehensive base operating support services to the INS Facility and its ancillary support facilities located in Charleston, South Carolina. The Contractor shall provide both student support and facility-based services. Student support services include such activities as operation and cleaning of dormitories, operation of the dining facility, and training support services of various types (such as providing rangemasters, roleplayers for practical exercises, computer laboratory support, and equipment issue, etc.) Facility-based services include activities such as janitorial services, trash removal, facility and grounds maintenance, office equipment and furniture cleaning and movement. Additionally, the Contractor shall provide security services to protect both persons and property. The Contractor will also provide labor, equipment, transportation, administrative support, training and supplies necessary to ensure competent and productive performance of services in accordance with the terms and conditions described in the Statement of Work. Proposals will be evaluated using source selection procedures that will result in award of a competitive, firm-fixed price contract with some Time and Material (T & M) Contract Line Items (CLINS) to the responsible Offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and technical factors considered. Evaluation factors include Past Performance, Technical and Management Capability, and Cost/Price. The contract will be awarded for a base period of one year with four option periods. Price proposals will include total evaluated price, such as base proposal and options within the Government's published budget for award. The Government reserves the right to: reject any or all proposals at any time prior to award; negotiate with any or all Offerors; award the contract to other than the Offeror submitting the lowest total price; award to other than the Offeror submitting the highest technically rated proposals; and award to the Offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. OFFERORS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD AFTER DISCUSSIONS AND FINAL PROPOSAL REVISIONS (FPRs) ARE EVALUATED. The Government intends to issue the RFPs electronically by posting it on wwwfedbizopps.gov. Proposals will be due September 9, 2002. The RFP, including Statement of Work, will be posted on the website for viewing and downloading, although the downloading may be excessive. Attachments will be mailed to Offerors. IT WILL BE THE OFFEROR'S RESPONSIBILITY TO E-MAIL A DELIVERY ADDRESS TO SHERYL RANSOM at sheryl.m.ransom@usdoj.gov. Amendments will be posted on the website for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Technical inquiries prior to Request For Proposals must be submitted in writing 15 days before proposals are due to the address listed above; or faxed to (843) 743-2049, Attn.: Sheryl Ransom; or e-mailed to sheryl.m.ransom@usdoj.gov. Results of proposals will not be available. The NAICS Code is 561210 Facilities Support Services/Base Maintenance. This decision was made base on the guidance set forth in Footnote 13. This contract will encompass more than three service areas with separate NAICS codes. None of the service requirements represent more than 50% of the contract. The Small Business Size Standard is $23,000,000.00.
