Description
Based on pertinent questions that could drastically affect the request for quotes submitted by potential offerors, the response date for all offers submitted is extended to 16 Jul 02 at 1200 hours. An amendment responding to these questions regarding this solicitation can be found on the website http://www.fedbizopps.gov. No offers will be accepted after this date and time. Offerors must complete the Certifications and Representations at FAR Part 52.212-3. Offers submitted without Certifications and Representations will not be considered. This combined synopsis/solicitation was issued as a presolicitation notice in error. The selected offorer will be required to submit additional information to access Luke AFB. The following still applies to this RFQ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, No. F02604-02-T-0139 is issued as a request for quotation (RFQ). The purchase price shall include all applicable federal, state, and local taxes, including licensing fees and all other fees as may be required by law. Funds for this acquisition are available. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04. This acquisition is reserved for small business; NAICS 235110; SIC 7699; Size Std.: $12 million. The following FAR clauses and provisions apply to this requirement and can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil. The 56th Contracting Squadron at Luke AFB, AZ, intends to award a Firm Fixed Price Contract. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the government. Statement of Requirements: Contractor is to provide all labor, equipment, materials, transportation and tools to perform all operations necessary to execute the following project. Luke AFB has a requirement for the repair and fill of an AFFF fire suppression system at Luke AFB, Arizona. The fire suppression system-holding tank is manufactured by Arrow Tank and Engineer Corp. The tank serial number is RV1786AT; Model number is CCS3-908-HA. New bladder must be compatible with existing system. Line Item (CLIN) 0001: Replace AFFF rubber foam bladder with new AFFF rubber foam bladder, approx 900 gallons in size. CLIN 0002: Refill the replaced bladder with 600 gallons of new 3 percent AFFF Foam concentrate. FOB destination is required. All line items shall be delivered within 30 calendar days ARO. The following provisions and clauses are incorporated and shall remain in effect in any resultant purchase order: FAR Part 52-209.6, Protecting the Government's Interest when Subcontracting With Contractors Debarred, Suspended, or Proposed for Debarrment. FAR Part 52.211-17, Delivery of Excess Quantities. FAR Part 52.212-1, Instructions to Offerors, Commercial Items is incorporated by reference. The provision at FAR Part 52.212-2, Evaluation-Commercial Items, applies to the solicitation. Award will be made based on low-price/technically acceptable offeror. The government reserves the right to make award on the initial quote received without discussions. EACH OFFEROR SHALL INCLUDE A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3 ALTERNATE I, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, WITH THEIR OFFER. FAR Part 52.212-4, Contract Terms and Conditions-Commercial Items, is incorporated by reference and applies to this acquisition. Incorporate the clause at 52.212-5 (DEV), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. FAR Part 52.252-5, Authorized Deviations in Provisions is authorized for use in any FAR provision. FAR Part 52.252-6, Authorized Deviations in Clauses is authorized for use in any DFARS clause. Incorporate DFARS 252.204-7003, Control of Government Personnel Work Product. Incorporate DFARS 252.204-7004, Required Central Contractor Registration. Incorporate DFARS 252.212-7001(dev), Contract Terms and Conditions Required to Implement Statutes and Executive Orders Applicable to Defense Acquisitions of Commercial Items. However, for paragraph (b), only the following clause applies: 252.225-7001, Buy American Act and Balance of Payments Program. FAR Part 252.225-7000, Buy American Act -- Balance of Payments Program Certificate applies. FAR Part 252.243-7001, Pricing of Contract Modifications apply. The contractor shall extend to the government their standard warranty offered in similar types of sales. Acceptance of the warranty does not waive the governments right with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the items listed in the schedule. A written price quote to include discount terms must be submitted. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
