- This is a combined synopsis/solicitation for commercial items. The proposed contract is a 100% set aside for small business concerns. See Numbered Note # 1. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. RFP #DAAE30 -02-R-0826. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (01-07). The US Army TACOM ARDEC, Picatinny Arsenal has the following requirement: Energetic Thermoplastic Elastomers (ETPE) have been developed that can be formulated with nitramines to produce propellants that have many advantages over conventional single- and double-based gun propellants. A molding powder in a water slurry solution is necessary to coat the RDX or CL-20. A de-watering centrifuge is necessary to remove the water in the molding powder prior to processing and finishing operations. Energetic thermoplastic elastomer (ETPE) propellants with different burning rates have been laminated together to form excellent co-propellant bonds that do not degrade over time. Double base propellants have been processed using the solvent less water slurry process. De-watering of the water slurry is necessary to further process energetic material prior to roll mill. Scope/Program Objective: To purchase an explosion proof and hydraulic driven centrifuge for de-watering energetic water slurry of nitrocellose or an ETPE molding powder filled with RDX or CL-20 for further processing and finishing operations. To purchase an explosion proof centrifuge with the following specifications: TOLHURST CENTRIFUGE Stainless Steel 30 x 16 Top Load, Top Unload Perforated Basket Centrifuge, Top Opens Hydraulically for easy unloading. Stainless Steel, EXPLOSION PROOF, Basket Diameter 760 MM, Basket Height 405 MM, Maximum Basket Speed 1600 RPM, Maximum Motor Speed, 1750 RPM, Main Pulley Size 145 MM, Drive Pulley Size 121 MM, Volume under Lip 100 LT, Solid Capacity (Based on Bulk Density of 1) 100KG, Motor Power 10HP, Machine Weight 1975KG, Maximum Dynamic Load 24KN, Unbalance Limit 4KG, Filter Area .96 SQ.M, G? Force 1083, Basket Thickness 12 MM, Perforation size 6.4MM, Perforation pitch 52 6, Lid lift cylinder stroke length 125MM, Maximum opening hydraulic pressure 60KG/SQ.CM, Unit comes with Hydraulic drive, designed for variable speed operation, Unit comes with vibration dampers, and hydraulic unit to operate lid, Unit also comes with 1 year of consumable spare parts and filter cloth, Hydraulic drive. Installation requirements: Installing the actual Centrifuge in Lab Area, bolting the machine to the floor, and setting the machine on to the viscous dampers (4), installing the hydraulic unit outside the process area, running the hydraulic lines to the main drive motor, and to the flip top lid cylinders, installing the control panel outside the process area inside the control room, running the electrical wire to the hydraulic unit, start the unit as well as the proximity probe for the lid, and proximity probe to unit to record the speed. Electrical Power requirements: 208/440 V three phase, 60 Hz, 50 ? 75 Amp. Safety requirements: Class 1, Group D, and Class II, Groups E, F and G Explosion Delivery Requirements: The centrifuge is required to be delivered to Picatinny Arsenal NLT 15 September 02. EVALUATION CRITERIA: Lowest price technically acceptable.
