NA This procurement is a 100% Small Business Set-Aside. Small Business standard is 500 employees. North American Industry Classification System (NAICS) Code is 332410. All offerors must be registered in the Central Contract Register in order to be awarded a G overnment contract or to be paid on any newly awarded Government contract. SCOPE. The Contractor shall provide all necessary plant, labor, equipment, and material to fabricate and deliver to Cordell Hull Power Plant, Carthage, Tennessee,37030. 6 (six) (3 right hand and 3 left hand) transformer oil cooler heat exchangers as specified herein. APPLICABLE PUBLICATIONS.The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only. 2.2 American Soc iety for Testing and Materials (ASTM). A36/A36M-93 Structural Steel, Spec. for REV A, B111-93 Copper and Copper Alloy Seamless Condenser Tubes and Ferrule Stock, B171-93 Copper Alloy for Condenser Tube Plates. 3. QUALITY ASSURANCE. 3.1 Material. The Cont ractor shall furnish the Contracting Officer a letter from the suppliers of all materials requiring shop drawings certifying that the material meets the requirements stipulated in these specifications. 3.2 Quality Control. The Contractor shall establish and maintain a quality control system to assure compliance with the requirements of these specifications and shall maintain records of quality control for all operations covered by these specifications. 3.2.1 The Contractor's facilities shall be open, dur ing normal business hours, to the Contracting Officer or his authorized representative for the purpose of nspection of work, completed and in progress, on this contract. The aforementioned quality control records shall be available for inspection. 3.4 Hy drostatic Testing. All heat exchangers shall be hydrostatically tested after fabrication to 50 psig for 6 hours using hot transformer oil on the oil side and to 125 psig for 30 minutes on the water side. 4. SUBMITTALS. Material certification letters and certified test reports for hydrostatic testing shall be submitted in triplicate for approval. TRANSFORMER OIL COOLER HEAT EXCHANGERS. The heat exchangers shall be leak detector double tube construction. Tubes. Tubes shall be double concentric tube constr uction. The internal tube (water side) shall be made of 90-10 copper nickel and the outer tube (oil-side) shall be made of copper. The outer tube is fluted on the inside diameter to provide space for either fluid t flow ou the length of the tube to atmos phere, should a leak occur in either tube. The outside diameter of the outer shall be integrally finned. 5.1 Tube Sheets. Each end of the heat exchanger shall have double tube sheets separated by air space. The outer tube shall be brazed to the oil-side tube sheet of steel and the inner tube shall be rolled into the water-side head sheet of non-ferrous alloy. 5.2 Shell. The shell is fabricated from welded steel pipe. 5.3Water Boxes. The water boxes shall be of welded construction with a bolted gasketed cover at each end for access to the tubes for cleaning. 5.4 Assembly. The entire cooler shall be assembled with welded joints to eliminate gasketing. The only gaskets required are on the water boxes and the inlet and outlet water and oil connections. V ents and drains shall be provided. The Transformer Oil Coolers shall be delivered to Cordell Hull Power Plant, 150 Corps Lane, Carthage, TN 37030 not later than 16 SEP 2002. Proposals are due not later than 31 July 2002 at 4:15 CDT. Award will be made afte r evaluation of proposals. See Note 1.
