- Desc. Sources Sought Synopsis: The Bureau of Reclamation requires repair of the 102-inch diameter tube valve no. 1 at elevation 750.0, Shasta Dam, American River Division, Central Valley Project, California. The NAICS Code is: 234990. In accordance with Federal Acquisition Regulation (FAR) 19.1305(b) set-aside procedures, the Contracting Officer is issuing this Sources Sought Synopsis to determine if there is a reasonable expectation that offers for this construction service will be received from two or more HUBZone small business concerns, and that award of a contract for such construction service can be made at a fair market price. Should there be insufficient response to this Sources Sought Synopsis by July 18, 2002, a solicitation will be issued based on a price evaluation preference for HUBZone small business concerns in accordance with FAR 19.1307. The work required by this solicitation is: a. Removing the existing bronze tube seat ring that broke off from the valve tube and is wedged against the valve seat ring assembly. b. Draining and disposing of hydraulic oil within the tube valve hydraulic cylinder, the local hydraulic control system, and the storage tank located at Elevation 1065. c. Disassembling and transporting the tube valve and hydraulic control cabinet to the Contractor's facility for repair. d. Cleaning and inspecting all valve parts and hydraulic control cabinet e. Preparing a detailed report of findings with recommendations and costs for repairs and/or replacement of damaged parts identified in the inspection and not specifically required under the terms of this contract. f. Machining the Government-furnished aluminum-bronze ring casting for the tube seat ring to the proper dimensions. Cleaning and repairing the valve tube as required. Installing the machined aluminum-bronze ring on the valve tube. g. Machining the Government-furnished aluminum-bronze ring casting for the valve seat ring to the proper dimensions. Repairing and machining damaged areas in the gray iron seat to the proper contour. Installing the machined aluminum-bronze ring on the gray iron seat. h. Replacing all packing, gaskets, and elastic seals. i. Sandblasting and recoating all painted parts or spot repair. j. Reassembling and testing the tube valve at the Contractor's facility. k. Disassembling the tube valve after the test. l. Transporting the valve components and hydraulic control cabinet back to the dam. m. Reassembling the tube valve and hydraulic control cabinet at the dam. n. Filling the tube valve hydraulic system with new ISO 46 hydraulic oil. Drain and clean the Elevation 1065 oil storage tank. Fill the oil storage tank to the proper level (approximately 2000 gallons) with new ISO 46 hydraulic oil. o. Calibrating the tube valve indicator in a dry condition. p. Testing and operating the tube valve in both dry and watered-up conditions. q. Furnishing and installing the tube seal ring and tube seal. The magnitude of the proposed project is between $500,000 and $1 million.
