Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; technical and price proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. This solicitation is under the Simplified Acquisition Procedures for Small Business-Small Purchase Set-Aside. This acquisition is a total small business set-aside. Responses are due on or before August 6, 2002. The North American Industry Classification System (NAICS) code is 314912 (Tents made from purchased fabrics) and the related small business size standard is 500 employees. The National Park Service, Harpers Ferry Center has an initial requirement for two, 8-sided tents using flame resistant, laminated vinyl fabric (Sunbrella Firesist #9646 Canvas or equal) with an option for five additional tents during the life of this five year IDIQ contract. This will be a traveling exhibit in tents to commemorate the bicentennial of the Lewis and Clark expedition. The exhibit tents will be set up primarily in parking lots around the country and moved approximately every two to three weeks. They will be on the road from January 2003 until the summer of 2006 with breaks during the winter months. The exhibit will consist of large photo mural graphics to be digitally reproduced. These graphics will deal with the expedition, the land at the time of the expedition, and the major portion of the exhibit will deal with the American Indian population at that time. The initial tents must be provided and set-up in Virginia on or before November 1, 2002 as follows: One tent will be approximately 20' in diameter, with the highest point of the roof point being 17' above the ground. The second tent will be approximately 35' in diameter, with its highest roof point being 22' above the tents. These tent roofs will have a 2' valance ascending from the eave down 2' going around the complete outside of the tent. On this valance, screenprinting of Government-Furnished title information will be required to be completed by the tent provider. There will be two 3' x 4' flag-like panels hanging from each of the roof rafters. Each panel will weigh no more than 2 pounds. Panels will be provided by the Exhibit Fabricator. The tent diameter measurements are taken from flat side to flat side. Both tents are to have side walls approximately 10' high. Each tent will have an interior extruded aluminum frame made up of 2" x 3 7/8" elliptical tubes with a round tube at its center whose inside diameter is approximately 1 11/16". Each vertical post will have a base plate. The base plate (approximately 6" x 8" x 1/4") will have one hole (approximately 1 ? diameter) through which a 1" x 30" steel spike can be used to secure the structure to the surface on which the tent sits. Welded to this base plate will be a steel pipe approximately 18" long, standing vertically. The vertical 10' high corner poles fit over these. At the top of each pole there will be a cast aluminum bracket that will accept a horizontal pole from each of the vertical poles and the roof support pole. In addition, there will be a ring on the bracket, both inside and outside of the tent that will fit through the valance, allowing a rope to be used with the tent stake that is driven into the pole base plate. These two tents are to be set up touching each other at their corners and an interior weather proof corridor created between them using fill-in panels in the "V" shaped space on each side of their intersection. The 20' diameter tent will have a 10' x 8' custom opening that must have the ability to be secured and closed with a zipper, if required. This zippered opening may be utilized to form an access tunnel, by others, to a third tent (Saddle Tent which is not a part of this contract). Another opening in this 20' diameter tent ibit. This opening will be approximately 8' high x 7' wide. A second horizontal pole will be required just above this 8' opening on the inside. Across this opening there is to be clear vinyl flat strips hanging down allowing easy movement through, but providing some atmospheric closure to the space. These will be supported by the second horizontal pole mentioned above. Four drawings and 15 pictures of the initial tent model will be sent to interested offerors under separate cover and should be requested directly to Georgia Mason (304) 535-6496. The optional tents mentioned above are to be the 35' diameter tents. Exact quantities and timing on these tents are unknown. Durable storage containers will be required to store all the components of each tent when dismantled for transport. The weight and cube dimensions of each of these containers will be required. An experienced employee to train National Park Service staff, on setting up, taking down, and packing these tents is essential. After contract award, an initial meeting with the National Park Service and the Exhibit Fabricator will be held on August 26, 2002 at the Harpers Ferry Center in Harpers Ferry, WV. Review of the tents completed structure (work-in-progress) will be required by the terms of the contract. This date is to be specified in your proposal. Initial outdoor set-up at a location in Virginia (either Manassas or Lorton) will be required on or before November 1, 2002. This location will be our exhibit fabricator's location. The exhibit fabricator will hang the graphics on the tent after set-up. Coordination with both the exhibit fabricator and the saddle tent provider is critical and part of this contract. Additionally, there is to be a written training manual, including drawings, documenting the steps necessary to accomplish the set-up, take down and storage of the tent. A maintenance manual is also required. This manual shall be a reference for day-to-day cleaning, operations, minor repairs and touch up, and any other tool The above listed characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the offeror is quoting on an "equal", the offered item shall be considered as the brand name product referenced in this announcement. If the offeror proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the proposal. The determination as to equality of the product shall be the responsibility of the National Park Service and will be based on information furnished by the offeror. The National Park Service is not responsible for locating or securing any information that is not identified in the proposal and reasonably available to the National Park Service. To insure that sufficient information is available, the offeror must furnish as a part of the proposal all descriptive material (such as cuts, illustrations, drawings and other information) necessary for the National Park Service to determine whether the product meets the salient characteristics of the requirement. If the offeror proposes to modify a product so as to make it conform to the requirements of this announcement, he/she shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. Warranty information and period must also be provided. All proposals shall be mailed to the address listed in this synopsis, no later than 4:00 p.m., EST, August 6, 2002, and be clearly marked with Request For Proposal Number N1101020006. Offerors are hereby notified that if your proposal is not received by the date, time and location specified in this announcement that it will be considered late. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR provision 52.212-1, Instructions to Offerors--Commerci nditions--Commercial Items; and FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items; FAR clause 52.216-18, Ordering; FAR clause 52.216-19, Ordering and FAR clause 52.216-22, Indefinite Quantity. The National Park Service will award to the responsible offeror whose proposal conforming to this solicitation will be most advantageous to the National Park Service, price and other factors considered. Offerors will be evaluated in accordance with FAR provision 52.212-2 Evaluation--Commercial Items. The following factors will be used to evaluate proposals: the ability of the offeror to provide the initial two tents specified in the timeframe required, the structure and durability of tents including ease of set up, take down and storage, and the warranty and price in descending order of importance. All offerors shall submit the following: (1) a detailed description of each tent and/or product literature; (2) evidence of the ability to fabricate and customize the tent to NPS size requirements; (3) a lighting plan which meets the requirements shown on the Government-Furnished drawings; (4) discussion on the construction of the wall panels; (5) discussion on how the tent will be set-up and anchored to the ground; (6) evidence of ability to meet the schedule specified in this synopsis; (7) a description of warranty and the warranty period; (8) a copy of the most recent published price for the tent and a detailed price for the tent customization work; (9) price for travel and training itemized; and (10) price for the initial two tents and prices for optional tents, along with a schedule for the optional tent(s) availability. Also, a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items is required. The Government's obligation for this work is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
