Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to enter into negotiations with the sole source of supply, Bell-Boeing Joint Program Office, Patuxent River, MD (Bell Aerospace Services Inc.). The NAWCAD intends to issue a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the Bell-Boeing Joint Program Office, Patuxent River MD (Bell Aerospace Services Inc) to provide Peculiar Support Equipment (PSE) in support of the MV-22 and CV-22 Aircraft. The PSE is required to support Marine Corps and Air Force Organizational and Intermediate Levels of Maintenance Activities. Various pieces of Support Equipment (SE) in multiple quantities will be required. Also required is sustaining engineering services for the PSE. The ordering period will cover a five (5) year period, that is, fiscal year 2003 through 2008. Bell Aerospace Services Inc. (BellAero) is a wholly owned subsidiary of Bell Textron Inc. BellAero was formed from Bell Helicopter Textron to provide Logistics support, maintenance services and aircraft Support Equipment design, development and production for the V22 Aircraft. Bell-Boeing is the sole designer, developer, and original equipment manufacturer of the V-22 Aircraft. All peripheral equipment, including provisioned items for repair of repairables, spare and repair parts, technical manuals, support equipment, miscellaneous logistics support services, and data for these items as they become necessary for the program are also included. Bell-Boeing (BellAero) remains the only Support Equipment designer/integrator that has all the required proprietary rights and nondisclosure agreements necessary to design, develop and manufacture the Organizational and Intermediate Level Peculiar Support Equipment (PSE). As part of this effort, BellAero-Bell-Boeing will be required to integrate changes to the PSE (both safety of flight and ECP/VECP) that are identified on the aircraft contract. While drawings do exist for most of these items, no other source has sufficient technical data, drawings, software, combined aircraft and PSE expertise, as well as trained technical personnel to fully integrate the required PSE with the aircraft platform.
