- NASA/JSC plans to issue a Request for Proposal (RFP) for individual trip aviation weather forecasts for NASA Johnson Space Center (JSC) aircrews. NASA JSC Aircraft Operations Division operates a fleet of aircraft, currently including 32 T-38s, 5 G-II59s, 1 KC-135, 2 B-747s, 1 G-159, 2 WB-57Fs, and 1 377-SGT. The contractor shall provide a 24 hour-a-day aviation weather forecasting service. Approximately 800 flights per month are flown with an average of 300 to 400 weather forecast briefings being derived from the aviation weather forecast service contractor. This service shall include a toll-free, direct telephone access number for NASA JSC aircrews to obtain an unlimited number of accurate aviation weather forecasts for domestic United States operations. The requirement is for a locally-based (Houston, Texas) aviation weather forecast service familiar with the weather patterns of the Houston-Gulf Coast area. The contractor shall also provide an in-house software access program which will enable JSC aircrews to obtain accurate and current weather information for flight planning. The information displayed is required to be printable to enable aircrews to carry a hard copy. In addition to these services, the contractor shall provide other services on an as-ordered basis. The cost for these services will be paid for on an as-used basis. These services include fuel contracting arrangements, domestic and international high frequency (HF) phone patch services, computerized flight plans, airport handling and diplomatic permit services for international flights, and international and domestic Telex services. The base period of performance will be one year starting Nov. 1, 2002. There will be two 1-year options. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541990 and $5,000,0000. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFP and model contract are those in effect through FAC 01-07. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about August 15, 2002 with an anticipated offer due date of on or about September 15, 2002. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
