Description
NASA/KSC plans to issue a Sole Source Request for Quotation (RFQ) for one (1) each V-Stars/M6 System, one (1) each SOLIDS License (Geometric Analysis Package), one (1) each VSURF License (Surface Analysis Package), one (1) each 6ft Scale Bar, one (1) each 12ft Scale Bar, one (1) each Spare INCA Battery, one (1) each Spare INCA Battery Charger, one (1) each 384MB Compact Flash Card with PC Card Adapter, one (1) each Spare Flash Unit, and training Geodetic Services Inc., 1511 Riverview Drive, Melbourne FL 32901. The subject equipment is required to support spacecraft payload processing during critical payload assembly and testing, and provide critical control of flight equipment during subject tests. The V-Stars/M6 System is the only known source that can meet the following minimum Government requirement; (1) Accuracy 1:120,000 of the object size, (2) Immune to vibrations or moving camera locations (capable of measuring whilst production is ongoing, work in unstable environments such as vibrating or unstable floors), (3) Real time measuring, (4) Portable with notebook computer, (5) Windows 95 /98 /2000 and NT compatible, (6) Interface with CAD software, (7) Non-tactile measuring capability, (8) Intelligent digital cameras (calibrated 17mm camera lenses with ultra-high 6.3 million pixel, with calibration traceable to National Institute of Standards Technology). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested firms other than the sole source cited shall submit in writing to the identified point of contact, their qualifications/capabilities and quotes, providing a description in sufficient detail to show that the product offered meets the Government's requirement to the identified point of contact not later than 2:00 p.m. eastern standard time, July 22, 2002 at NASA/Kennedy Space Center, Attn: Marco Pochy, OP-OS-ELV, Kennedy Space Center FL 32899 or fax to (321) 867-4848. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
