Synopsis for Architect-Engineer (A-E) Services for Miscellaneous Studies and Design Tasks at MSFC Identification No. A-E-1(02) The A-E services to be provided under this procurement consist of field investigations, studies, Preliminary Engineering Reports (PER’s), final designs, and other A-E services for the following described efforts: 1. Cost studies and engineering feasibility studies for large Construction of Facility (CoF) projects, as well as for smaller local approved projects. 2. Preparation of final design documentation for miscellaneous modification, rehabilitation, new construction, and repair projects ranging in construction value from $10,000 to approximately $10,000,000. The following is a listing of criteria that will be used in the preliminary screening of the A-E firms responding to this CBD announcement. A-E firms must meet these requirements to be considered for the work: 1. Respond to the CBD announcement for this solicitation. 2. Provide a standard 254 and 255, dated 1998. 3. Have the following disciplines located at the A-E’s lead office: A. Minimum of 4 electrical engineers B. Minimum of 6 mechanical engineers C. Minimum of 4 architects D. Minimum of 4 structural engineers E. Minimum of 4 civil engineers F. Minimum of 1 interior designers 4. Have production of cost estimating within the lead office. 5. Have registered professionals that will stamp all work provided. 6. Show evidence of experience in the following experience profile codes: 009, 013, 015, 019, 023, 031, 032, 036, 040, 043, 046, 051, 055, 056, 058, 059, 061, 062, 072, 077, 079, 080, 083, 089, 097, 100, 101, 102, 111, and 112. 7. Have the lead office located within 300 miles from Huntsville, Alabama 8. Have a minimum of 30 employees located at the lead office In the submittal, the A-E shall clearly define the location of the lead office as well as the capabilities and size of that particular office. Other company resources and experience should be shown separate from the lead office’s resources and experience. A firm-fixed price indefinite delivery indefinite quantity type contract is anticipated, with an estimated start date of January 1, 2003, and completion date of December 31, 2004, with two one-year option periods. Firms responding to this synopsis should include appropriate information regarding any consultants or associates to be used and should include the identification Number A-E-1(02) in their submitted Standard Forms 254 and 255 and accompanying letter of transmittal. The above services are not set-aside for Small Business or Small Disadvantaged Business firms. Architect-Engineer firms which meet requirements described in this announcement are invited to submit a completed Standard Form 255, Architect-Engineer and related Services Questionnaire for Specific Project, and appropriate data as described in Numbered Note 24 to the address shown above no later than August 15, 2002. Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notce except that (a) in the sentence beginning "Selection of firms for negotitations, "the fourth additional consideration listed is changed to read:"(4) past experienc, if any, of the firm with respect to performance on contracts with NASA, other Government agencies and private industry," and (b) in the last sentence "National Aeronautcis and Space Administration" is substitued for "Department of Defense". This notice is intended to provide sufficient information for preparation of a Standard Form 255. All firms that respond must submit their Standard Form 255 based on information contained in this notice and should not contact MSFC officialds by letter or telephone to request additional information. If consultants or associates are to be used their appopriate information should be included in Standard Form 255 and accompanying letter of transmittal.
