Description
The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on sole source basis with the Center for Aging and HealthCare in West Virginia, 517 Market Street, 2nd Floor, Parkersburg, VA 26101 to conduct a rural analysis of the data from the demonstration of chronic disease self-management models for HRSA's Office of Rural Health Policy. This acquisition is to support a rural analysis of the data from the demonstration of chronic disease self-management models. The Office of Rural Health Policy has a mission to improve access and delivery of care to rural Americans. To assure the successful application of models for chronic disease self-management to rural America, it is essential to conduct an analysis to compare results for rural places to those for urban places. The contractor shall conduct a quantitative analysis; analyze main and interactive intervention effects on the outcomes and conduct special analyses. The Center for Aging and HealthCare in West Virginia, Inc. is the sole organization with exclusive rights to the demonstration data. Because the Center has an in-depth working knowledge of the data from the demonstration, the staffs possess specialized knowledgement of the scope and interrelationship of the variables for a rural analysis and they are the only organization that has analyzed the data for all geographic areas, both urban and rural areas and any other organization who attempts to do this type of work would have to replicate their previous accomplishments. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, the Center for Aging and HealthCare in West Virginia, Inc. is a responsible source without substantial duplication of cost to the Government under authority 41 U.S. C. 253 (c),(1) as set forth in FAR 6.302-1 (B) (1).
