Description
The Department of Health and Human Services, Program Support Center, on behalf of the Office of Public Health and Science, Office of Minority Health (OMH) intends to negotiate on a sole source basis for a 24 month contract with The Prevention Institute (PI). PI will develop a community asset evaluation tool to strengthen community assets and resiliency factors to eliminate health disparities in support of Healthy People 2010. It will establish a panel of experts and identify, prepare and train communities for pilot-testing of the community asset evaluation tool. PI will develop collateral products for use with the evaluation tool, such as training curriculum and develop guidelines for strengthening community assets. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. PI is uniquely qualified for the following reasons: It was established to advocate for the primary prevention of disease, disability, and premature death. Its focus is in the development and promotion of community-driven, multi-disciplinary strategies, approaches and interventions to strengthen and expand primary prevention practices at levels that include individuals, groups, organizations, institutions, and the population-at-large. PI specializes in assisting community-based organizations and government agencies at the local, State and Federal level with developing strategies for systems-level changes that support primary prevention efforts. It has experience with disease prevention and health promotion strategies to address health disparities and minority health. PI has developed various tools to enhance prevention practice and establish nurturing partnerships, networks and coalitions; such as the Spectrum of Prevention, Eight Steps to Coalition Building, and the Evolution to Effective Prevention. It has written a paper entitled Eliminating Health Disparities: The Role of Primary Prevention, which conveys a depth of knowledge regarding the role of a broad range of environmental conditions that contribute to overall susceptibility to disease and illness and will be incorporated into the community evaluation asset tool. PI has developed curriculum to incorporate media literacy into violence prevention training for youth in the West Contra Costa Unified School District, developed a framework for integrating nutrition and physical activity promotion in low-income communities in California, and developed a model for primary prevention practice with special emphasis on integration of health and human services for violence prevention in conjunction with the City of Salinas. It has formed partnerships with the California Wellness Foundation, the California Endowment Fund, state Departments of Health, the American Publish Health Association, the National Association of Social Workers, the Strategic Alliance to Prevent Childhood Obesity, and the Partnership for Preventing Violence. Vendors who are interested in this acquisition must demonstrate in writing they can meet the Government?s requirements within 45 days from the date of publication. Responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to satisfy the stated requirements. Failure to submit adequate documentation will result in the Government proceeding with a sole source to the Prevention Institute. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 624190.
