Description

This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. This solicitation, DTCG81-02-Q-3NN651, is issued as a Request For Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Federal Acquisition Regulation (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 422720 and Small Business Size Standard is 500 employees. Item Description and Quantity: Commercial Marine Gas Oil, 53,000 gallons, to be delivered by barge. Required delivery date (RDD) is July 24, 2002. Itemize quote by product and transportation costs. Product must meet the following standards: ASTM D 613 ? Cetane Number, 42 minimum, or ASTM D 976 ? Cetane Index, 43 minimum; ASTM D 2709 ? Water and Sediment, 0.05 volume percent maximum, or Clear and Bright appearance at 21 degrees Centigrade or ambient temperature, whichever is higher; ASTM D 86 ? Distallation, 90 percent point, 357 degrees Centigrade maximum; ASTM D 93 ? Flash Point, minimum 60 degrees Centigrade. This is absolute and no value less than 60 degrees Centigrade is permissible; ASTM D 2500 - Cloud Point, maximum minus1.1, or 30 degrees Fahrenheit; ASTM D 445 ? Viscosity at 40 degrees Centigrade, between 1.7 and 4.5 cSt; ASTM D 1500 ? Color, maximum 3. This Color test requirement is deleted if red dye has been added in compliance with U .S. Environmental Protection Agency or Internal Revenue Service regulations; however, the resulting fuel/dye blend must have a red tint. It shall not be visually brown or darker in appearance; ASTM D ? Density at 15 degrees Centigrade, 876 kg/m3 maximum; ASTM D 524 and ASTM D 189 ? Carbon Residue on 10 percent bottoms, maximum 0.35 mass percent; ASTM D 482 ? Ash, maximum 0.01 mass; ASTM D 4294, ASTM D 1552, or ASTM D 2622 ? Sulfur, maximum 1.0 mass percent; ASTM D 130 ? Corrosion, maximum 3. Distillate fuel shall contain no residual.
