Description
A sole source procurement is contemplated with Craft-Tech (Combustion Flow and Research), 174 North Main Street, Building 3, P.O. Box 1150, Dublin, PA 18917. Craft-Tech is the only known qualified source to perform this effort. AFRL/MNAC requires modification to the proprietary Craft-AD CFD (Computational Fluid Dynamics) Code. This code was developed specifically for AFRL/MNAC to handle calculations relating to chemical and biological agents. These modifications are to model blast events directly in the Craft-AD code as the means of initializing CFD calculations for Counter Proliferation Studies. The algorithms to be added include an Equation of Sate for the explosive, and models/algorithms for the high-resolution calculation of the detonation of the explosive such that the resulting blast waves are obtained correctly. The modifications are to be integrated into the existing physics and code framework of the Craft-AD source code. Also, modification to the input deck structure of the Craft-AD CFD code will need to be performed. This work requires having the source code to the Craft-AD code. Craft-Tech is uniquely capable of performing this task through direct experience with the Craft-AD CFD code developed under the Modeling and Data Acquisition Research program, a Phase II SBIR (contract F08630-99-C-0003). Currently, AFRL/MNAC believes that only Craft-Tech has the source code to their Craft-AD code. The Government intends to solicit and negotiate with Craft-Tech sole source. However, all responsible sources may submit a quotation, which shall be considered by the agency. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or Contract Specialist identified herein.
