- 1. SCOPE OF WORK (Medical Coder Training) 1.1. SERVICES NON-PERSONAL: The contractor shall provide transportation for the personnel conducting medical coder training at the locations listed in paragraph 1.5. The contractor will provide instruction, training handouts, and exercise material necessary to provide civilian outpatient medical records coding training. 1.2. The Contractor will provide primary care-focused professional outpatient medical records coding instruction. The instruction should cover basic outpatient coding principles and should be predominately hands-on exercises, versus strictly lectures. The contractor will provide students with a pre-course work assignment and a pre-course self assessment (test). The bulk of the curriculum should include Evaluation and Management (E&M) coding, International Classification Diagnosis (ICD-9) coding, Current Procedural Terminology (CPT) coding, HCPCS coding and third-party reimbursement. Third party and itemized billing should also be addressed. 1.3. The contractor will train approximately 300 people. Classes will be held at four locations within Europe. Each class will have 20-25 students with 20 hours of instruction over 2.5 days. There will be two classes held simultaneously at each location. The classes will be repeated once at each location. The maximum number to be trained, at each location, will be a total of 100. 1.4. Outpatient Medical Record Coder Training shall be performed only by qualified personnel specially trained and certified for the services required. 1.5. Location of performance: Training will be conducted at four different locations: Ramstein Air Base, Germany (Frankfurt) Spangdahlem Air Base, Germany (Frankfurt) Lakenheath Air Base, England (London) Aviano Air Base, Italy (Venice) 2. DEFINE ANY AND ALL SPECIAL REQUIREMENTS/LAWS PECULIAR TO THE PERFORMANCE OF THE SERVICE. 2.1. Government?s Responsibilities: 2.1.1. List all tasks, services, or materials the government will provide. Government will provide training facilities at training locations listed in paragraph 1.5. Government will provide coding manuals needed for reference during training: The manuals are: 2002-3 CPT Professional, 2002-3 ICD9-expert Hospital or Physician version, 2002 HCPCS. Award will be made to the lowest technical acceptable offeror.
