Description
This is a combined solicitation/synopsis prepared in accordance with the Federal Acquisition Regulation. No hard copy RFQ will be prepared or made available for distribution. Award will be made based on responses to this notice. Solicitation N66001-02-Q-0617 is issued. Fax your response to 619-553-1062, or email to dolanm@spawar.navy.mil. The closing date of this solicitation is 31 JULY 2002; the anticipated award date is 5 AUG 2002. The government is seeking competitive quotes for a quantity of 25 MK50 Target Mine Shapes as detailed in the description below. The government technical representative will perform an on-site technical compliance inspection of the successful awardee prior to completion of the first mine simulator to ensure compliance with the required material standards directed in the SSCSD Drawing package. A statement with regard to each drawing and the ability to comply/not comply is required. Any non-compliance issue must be addressed in your response. While price is a significant factor, award will be made based on the contractor's ability to manufacture the mine shapes in accordance with the drawings, and shall also be subject to the Navy's Red, Yellow, Green Program (RYG). RYG evaluation criteria is available upon request. Scope: This Statement of Work provides for the fabrication and delivery of the new Target MK 50 VSW E&T mines to be distributed throughout the Fleet. Background: Biosciences Division Code 235 is the In-Service Engineering Agent (ISEA) and Product Support Branch for Fleet Marine Mammal Systems (MMS). Code 2353, MMS Technical Support has been tasked by PMS 490 to procure exercise and training (E&T) targets for use as hunting mines in the Very Shallow Water (VSW) regime by a broad variety of MCM assets. Applicable Documents: Target MK 50 drawings: SSC SD (cage code 53711): DRAWING NO. 0207710 (sheets 1-4) Charge, Combat, Inert, Target MK50 Mod 0; 0207711 (sheets 1-2) Anchor, Replica, Target MK50 Mod 0; 0207712 (sheets 1-2) Simulator, Detonator, Target MK50 Mod 0; 0207713 (sheets 1-2) Target MK50 Mod 0. Tasks/Technical Requirements: The contractor shall provide engineering and manufacturing support services in direct support of the Biosciences Division (SSC Code 235). Specific requirements shall include: Tasks: The contractor shall, utilizing the documentation drawings, photographs, and instruction documents specified in paragraph 2.0: Manufacture, within 7 months of contract release, twenty-five (25) Target MK 50 mine shapes. Provide, within 7 months of contract release, spare parts for the E&T mine shapes as listed: a) Sensor Simulator, 5 each; b) Detonator Simulator, 5 each; c) Polyester Resin, 2 quarts; d) Multidirectional Mat 24" x 1-yard. Procure and utilize best price Arca Systems Magnum 4229 foam-injected high density polyethylene containers or equivalent. Mine shapes must be packaged to prevent movement within the containers during transit. Shipping Information: Quantity of 24 each and all SPARES: MOMAU ELEVEN, 102 MISSLE DRIVE, NWS CHARLESTON, GOOSE CREEK SC 29445; Quantity of 1 each: NAVAL SURFACE WARFARE CENTER COASTAL SYSTEMS STATION, PANAMA CITY FL 32407-7001; Quality Assurance: Manufacture Standards Verification: SSC SD Code 235 will conduct on scene verification of compliance with the manufacturing procedures and required material standards directed in paragraph 2.0 of this SOW prior to completion of the first mine simulator; Material and Individual Component Inspection: The contractor shall perform and document all tests and inspections required by the fabrication specifications. End Item Final Inspection and Verification: The Contractor shall perform and document End Item Final Inspections on all Units submitted for government acceptance. Each report shall identify the Unit by serial number and be delivered with, but not packed in, the Unit. Period of Performance: 7 months from date of award. Place of Performance: Work will be cond ucted at the contractor's facility. Government Furnished Property: None.
