Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-02-085 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The NAICS code for this solicitation is 51491 and the size standard is $18.0 million. The Chemical Safety Board through the Department of Treasury, Bureau of the Public Debt, intends to acquire through commercial item an on-line subscription service. The U.S. Chemical Safety Board is an independent agency whose mission is to enhance the health and safety of workers and the public and to protect the environment by uncovering the underlying causes of accidental chemical releases and using these findings and supporting research to promote preventive actions by both the private and public sectors. The news tracking service supports the mission of the CSB by providing it with up-to-date information on trends, events and perspectives that affect the direction of chemical process safety policy in the U.S. and trends. It also supplements the U.S. Chemical Safety Board?s chemical incident tracking efforts by providing current media accounts of chemical incidents occurring in the U.S. and around the world. These media accounts are a major source of timely chemical incident information that is evaluated as potential investigations, and supplies the majority of reports that populate the CSB?s Chemical Incident Reports Center (CIRC), an online searchable database of chemical incidents accessible to the public via the agency?s website. The contractor shall provide an annual subscription for online real time access to search print and broadcast media coverage for the business and activities of the Chemical Safety Board. The service must have the capability of real-time monitoring of a wide range of print and broadcast sources located throughout the United States, including the major daily newspapers, broadcast transcripts, wire services, news syndicates (including Associated Press and Reuters), and web-accessible media publications based on custome keyword criteria, as well as the leading business and chemical magazines and newsletters. In addition, the service should have a capability to do key word or topic searches of trade and professional periodicals of at least the previous five years. Real-time monitoring services should permit continuous updating of user-defined topical folders. 52.217-9,Option to Extend the Term of the Contract-The subscription will cover a base period of one-year from date of award with the possibility of two option years (FY2003/2004). The media tracking service shall be accessible on-line 24 hours a day 7 days a week to at least ten (10) CSB staff members. The contractor will provide initial passwords allowing the CSB access to its on-line news database 24 hours a day 7 days a week. The password will be provided to the Contracting Officer Technical Representative (COTR) who shall be named at the time of award. (The CSB shall be permitted to alter user names and passwrods as necessary). The selected vendor will maintain services on a vendor-provided, maintained website accessible to the CSB via the Internet. The contractor shall provide initial assistance. Once the service is up and running, the contractor should provide a contact person and or phone number to call in case there is a problem with the service. The technical assistance numbers shall be functional 24 hours a day, 7 days a week. This request for quotations will result in an award of a fixed price annual subscription. 52.212-2,Evaluation-Commercial Items-Each quotation package shall include a technical proposal explaining how the contractor intends to meet the requirements of this statement of work and must include the following: a)Written description of on-line media tracking service; b)Media representation ? scope of journals, magazines, newspapers, broadcast transcripts, etc., covered; Award will be made to the responsible vendor whose proposal is determined to be the best overall value to the Government. The technical evaluation team will determine the technical merits of each proposal and provide a written summary of the evaluation results to the Contracting Officer. The Government will not make award at a significantly higher price in order to achieve slightly superior quality. The Contracting Officer will use the technical merits of each proposal and the price to determine the successful vendor. As the technical merit becomes more equal, price may be the determining factor. As the price becomes more equal, technical merit may be the determining factor. The Contracting Officer will determine what trade-off between technical merit and price promises the greatest value to the Government; price and other factors considered. TECHNICAL-All quotations will be evaluated using the following criteria:(a)MEDIA MONITORED: The technical proposal shall provide the names of all the daily newspapers, broadcast media, wire and news services, as well as the chemical and oil industry and environmental health and safety professional and trade magazines and newsletters available for searching in the real-time and periodical databases. (b)SERVICE DESCRIPTION: The technical proposal shall provide a descriptive explanation of the tracking service, including a print out of examples of a typical daily inventory using the following key word search: chemical, fire, explosion, hazardous materials. The technical proposal shall describe the frequency with which its real-time database is updated, distinguishing between different types of media (real-time vs. daily vs. weekly) as appropriate. The provision at 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with their offer.
