- NA The Volpe National Transportation Systems Center (Volpe Center), in support of the Office of Pipeline Safety, has a requirement for fifty-two (52) stand-alone licenses for WinD.O.T. The Pipeline Safety Standards add-on software module licenses for the State Pipeline Partners. These add-on module licenses will augment the electronic distribution of regulatory data by the Office of Pipeline Safety. The Volpe Center intends to award a sole source contract to ViaData LP, Suger Land, TX. A market survey was conducted in April 2002, and the results of the survey support our determination to solicit and negotiate with only one firm. This procurement will be processed in accordance with FAR Part 12 – Acquisition of Commercial Items, Part 13 – Simplified Acquisition Procedures, and Part 15 – Co ntracting by Negotiation. This proposed action is for services or supplies for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR subpart 6.302-1. This notice of intent is not a request for competitive proposals. However, all responsible sources may respond to this synopsis and responses will be fully considered by the Volpe Center. Interested firms are requested to submit two (2) copies of descriptive documentation in sufficient detail, do not include any pricing information, to allow an evaluation of a bona fide capability to satisfy the Government requirements within fifteen (15) calendar days of publication of this notice.
