Description
The purpose of this solicitation amendment is to incorporate an additional requirement of a powered Lead Dust collection system. The Lead Dust collection system must maintain lead dust levels within EPA standards. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) sub part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a proposal is requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quote (RFQ)F9EM0021000100. Warner Robins Air Logistics Center, Robins AFB, GA contemplates best value negotiation on a full and open competition basis to procure for purchase the following item. An Outdoor bullet trap system for Robins AFB, Combat Arms outdoor range. The bullet trap must keep the bullet intact to reduce the amount of lead dust and comply with all applicable EPA standards. The bullet trap system must provide for a range width of 150 feet. The system must allow for 30 firing points. Due to the fact the distance between support poles are different, on spot measurements by vendors may be needed to avoid the bullet trap system seems in the center of a firing points. Dates and times to survey the range will be by appointment only on the following days: 20 May, after 12pm, 22 & 23 May, after 1pm, 28 & 31 May, all day. The system must accept up to 7.62 NATO M80 ammo with mild steel core, and 5.56 NATO M855 ammo with steel core. 150 feet of powered conveyer system. The conveyer system will carry the spent bullets to a drum at the end of the range, eliminating the need to remove the spent bullets by hand. The bullet trap must have a powered Lead Dust collection system. The Lead Dust collection system must maintain lead dust levels within EPA standards. Installation of this system will be provided by the Government, however, the vendor providing the system shall provide technical assistance to oversee installation. This solicitation does not include a request for preventive maintenance, however, estimated annual preventive maintenance cost shall be used as an evaluation factor. Quantity: One System. Delivery location is: Small Arms Range, Bldg. 1172, Perimeter Rd. ROBINS AFB, GA 31098-1860. The resulting contract will be Firm Fixed Price. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. NAICS is 713990 and small business size is $50 million. Assets shall be delivered FOB Destination. The following incorporated provisions and clauses are those in effect through FAC 2001-07 and are applicable to this solicitation: FAR 52.212-1,Instructions to Offerors Commercial Items; FAR 52.212-4,Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items; Offerors must include(1) a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, (2)Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number), and Tax Identification number; 52.212-2, Evaluation ? Commercial Items, (a) price, and price related factors, conformance to specification, estimated annual cost of maintenance; 52.211-15 Defense Priority and Allocation Requirements; 52.232-33 Payment by Electronic Funds Transfer -- Central Contractor Registration; 252.204-7004, Required Central Contractor Registration.
